Article 78 of Law 2014-58 establishes the transfer of the management of European programmes to the Regional Councils for the period 2014-2020 as managing authority. The date of transfer of powers referred to in Articles 80-I and 81-I of Law 2014-58 corresponds according to the decree of 3 June 2014 to the date of acknowledgement of receipt in the prefecture of the deliberation formalising the request of the authority to exercise the functions of managing authority. On 12 September 2014, the Prefecture of Guadeloupe therefore issued this acknowledgement of receipt. As a result, the Guadeloupe Regional Council therefore acts as managing authority for the 2014-2020 programming period for the different ERDF-ESF, CTE and EAFRD programmes. The authority is responsible vis-à-vis the European Commission for the sound financial management of the appropriations allocated to it by the European Union, in accordance with Article 125 of Regulation (EC) No 2013/1303.
