The Departmental Council is an undeniably rooted community within the population of Guadeloupé, because of its mission to social action, youth, education and spatial planning. Deeply convinced that knowledge has no price, the Departmental Council builds, maintains and equips colleges throughout the territory, in order to promote the success of young Guaadeloupéans. In addition to the enrichment of the college park, the Departmental Council is also committed to the major repairs and seismic comfort of the school buildings it owns. Within the framework of the West Indies Earthquake Plan (PSA), the Departmental Council signed a multi-year contract with the State, setting up an action programme with the main objective of strengthening the seismic structure of colleges and departmental buildings. The project consists of the rehabilitation and seismic upgrading of the Charles de Gaulle College in Morne à l’eau.
