The project concerns the implementation, implementation and monitoring of the overall ESF communication strategy on behalf of the ESF service of the DIECCTE of the Meeting. The Commission is responsible for the preparation of the communication strategy and the implementation of the programme communication plan in accordance with Articles 115 and 116 of Regulation (EU) No 1303/2013. However, the new programming is marked by a decrease in technical assistance appropriations. This should lead us to favour the use of multimedia or reusable tools for several target audiences. The convergence and/or complementarity of actions carried out by the various actors will also be a key issue. Moreover, the 2014-2020 programming period is characterised by a significant paradigm shift. The Commission insists on the need to measure performance and progress through ESF intervention. The operational programme is built on the basis of a logical framework for intervention, which identifies the challenges and needs to be met with the ESF, and the expected change. The communication of the programme must take into account this valuable material and pay particular attention to the dissemination of the results, evaluations and innovations produced by the ESF between 2014 and 2020. This project therefore encompasses many different services, in order to give priority to both the objectives imposed at national level and the “classical” channels of communication. These services, co-financed by the ESF under the technical assistance envelope, are all brought together in this project. It has been agreed to use these services by means of a contract, subject to strict competition rules. To this end, it is envisaged that administrative, legal and technical assistance will be provided as a first step in consolidating the process of writing all documents relating to public procurement of communication services of the ESF Réunion 2014-2020 operational programme. The contractor selected under the administrative, legal and technical assistance contract will provide expertise in the two phases identified, preparatory and execution and monitoring of contracts. The operation provides for the notification of order forms, where necessary, to support DIECCTE on the services previously identified in two phases of implementation: **_1\.
