The Local Plan for Insertion and Employment (PLIE) aims to facilitate, coordinate and communicate in order to improve the efficiency of its interventions. The objectives are to improve the animation of the scheme, optimise the coordination of actions and implement a communication plan allowing better knowledge of the PLIE by the target audience and partners. In order to achieve these objectives, the Action Plan has been defined in six thematic areas: 1- **Animating the political bodies** To organise the coherence of its intervention policy in favour of the target population, the CACEM PLIE must base its intervention on a clear political portage, known to all and regularly adjusted in the light of its results and changes in the socio-economic environment. In order to do so, it is incumbent upon it to act with the approval of its Steering Committee, the only body guaranteeing the necessary efficiency in order to take charge of its public. 2- **Mobilising and coordinating actors and resources** Mobilisation requires the ability of the PLIE to share its operational approach with all institutional and technical actors in the territory. The animation and coordination of pathways by relying on a Technical Committee facilitates and optimises its ability to mobilise all the financial resources necessary to implement its paths. 3- **Deploy a project engineering and financial engineering for the structuring of adapted pathways** To offer a response tailored to the needs identified, the PLIE must design, propose and initiate new projects both according to the needs of the territory, the actors but also according to the needs not covered to date for the travelling public. As regards the experimentation of new projects, the PLIE mobilises its network of funders to facilitate their financial assembly. 4- **Coordinating the route management by animating the network of route referents** The referents are the guarantors of the consistency of the paths of the participants they have in portfolio in view of the objective at employment. In Martinique, unlike other territories, the referents are employed in small and out-of-institutional structures (Pôle Emploi, Mission Locale, Local Agencies of Insertion, etc.). Often isolated in the organisation of their approach and not benefiting from direct access to implement common law measures in its own right, it is important to strengthen meetings and exchanges with the PLIE team, in order to accompany them in the formalisation of their network, and in particular that of the economic sector. 5- **Organise and formalise the partnership with the economic sector** The PLIE must federate a network of socially responsible entrepreneurs that will gradually allow the construction of a register of companies partner of the PLIE. On the basis of past experience with the creation of a post of “Facilitator Clauses” Officer of Mission, it is incumbent upon him to reinforce this process by animating a “club” of member companies allowing to offer new services or procedures for linking the path referencers. 6- **Observe, evaluate and communicate for (re)recognition of the PLIE** The CACEM PLIE is the result of the grouping of three communal PLIEs concentrated in the same place and in the same commune. After a period of adaptation of the new organisation, the PLIE must reaffirm its existence and role in the CACEM territory. He must regain his reputation and place in each municipality by being present and in the service of each of them. .
