The “Academie des Dalons 2016-2017” is part of the integration policy implemented by the Regional Council of La Réunion in favour of young people, as part of its sovereign competence to promote solidarity and territorial cohesion, which is social action. Competence reaffirmed by the law NOTRE (New Territorial Organisation of the Republic) of 7 August 2015, which entrusts new powers to the regions and clearly redefines the competences assigned to each territorial authority. This operation is one of the priorities of the 2015-2021 mandate and comes alongside other actions implemented, in response, to the problems of the population and the territories, through the competences of the community. In this context, it aims to promote the social and professional integration of young people in difficulty through an educational project offered to volunteers between the ages of 18 and 25, with a view to promoting their personal development, their citizenship and “sociabilisation” and their employability. Operation “Dalons Academy 2016-2017” is described as follows: he proposes, in La Réunion, a structuring pedagogical approach for post- adolescents and young adults. This action includes both the personal development, technical skills and knowledge essential for the realisation of a personalised life project. The gateway to this project is volunteering. This action is aimed at young people who are the least qualified and those furthest from conventional integration. It is implemented through a pedagogical project established at two reception sites: one in the Plaine des Cafres (Commune du Tampon) and the other in Bernica (Commune de Saint-Paul). The actions carried out there by a team of 22 people (reparted on both sites) are organised in two phases of support: a first boarding school of 3 months, a second in outternate for a period of 9 months: 1\. The First Phase: boarding school consists of: * to acquire the basic rules of community life; * solicit the expression of responsibility and citizenship; * implement individualised support, organised on the basis of a collective framework of participation. 2\. The second phase: outside, during which the volunteers integrate a civic service that aims to allow young people losing benchmarks to express their potential and to build a life project with adapted accompaniment.
