The grant for students in mobility, carried out by the Departmental Council of Réunion, is part of the educational policy implemented for young people with a view to improving their level of qualification and promoting their employability through mobility. It results in the award of financial aid to students in Réunion on the basis of specific criteria set out in the Departmental Higher Education Aid Regulation No 118 of 28 June 2013. The “Buurse for Students in Mobility” is an aid granted to Reunion students on the basis of family resources criteria for a university year to carry out graduate studies on a full-time basis and in initial training outside the department of Réunion. The multi-annual operation “Buurse for students in mobility” from 01/09/2014 to 31/08/2017 is broken down into three annual actions each corresponding to a successive academic year, which are therefore temporally distinguished. Their generic title is specified by the duration (start and end) of that academic year: 1. Scholarship for Students in Mobility — University Year 2014-2015, 2. Student Mobility Scholarship — Academic Year 2015-2016, 3. Mobility Student Scholarship — Academic Year 2016-2017. These actions follow each other in order to enable students in mobility to follow a course from Bac + 1 to Bac + 5, depending on their level of higher education at the date of entry into the operation. In order to meet the requirements of the ESF OP Meeting 2014/2020, the Education Directorate of the Department has improved the mobility grant scheme in order to ensure active support for students. The accompaniment procedure for students has been individualised and personalised with answers adapted to the problems encountered by the students. Upon request for information, the student receives a personalised reception by a dedicated agent, an instructor. He is subsequently guided in his project of studies and invited to participate in the sequence of accompaniment, information and finalisation of their project of studies. He will subsequently confirm, in conjunction with his ‘manager’ staff, his mobility study project and submit the necessary documents for the examination of his grant application. Upon arrival in the territory of destination, the student shall remain in contact with his managing agent: e-mail, phone... The Scholarships Department has more than a dozen staff. Each of the instructors follows about 300 students in mobility. In case of absence or leave, the service is organised so that a duo or cell manager can continue to follow the student portfolio of the absent staff member. In addition, the Directorate has assigned a staff member entirely dedicated to the monitoring and personal support of students in mobility. As soon as he entered the device, the specific email address of this agent was sent to the student: mobilite-ue-etudiants@cg974.fr. Although his intervention mainly concerns students in difficulty, the staff member may be asked by all students in mobility. Its role is to ensure the adaptation of students in the study area and when difficulties are identified, the partners concerned are alerted. Whatever the problem encountered by the participant, he is looking for the most appropriate response in relation to all the partners of the Department, the Paris branch and the Reunion network.
