The project consists of creating a network supplying heat to consumers identified on the Laxou/Villers-lès-Nancy zone, using renewable energy and recovery. This heat supply from renewable energy and recovery requires the provision of ENR production facilities. It is therefore proposed to supply future subscribers located in the municipalities of Laxou and Villers-lès-Nancy with renewable energy and recovery from the means of production of the S.e.e.v. Ville concession. The project also includes the construction of the heat network needed to serve customers, as well as for interconnection with the S.e.e.v. City network. A heat supply agreement between S.e.e.v. and ESTIA dealers will set the respective commitments for the supply and removal of heat produced mainly from EnR. Thus, from an environmental point of view, the share of energy produced from renewable energy and recovery is more than 50 %, giving entitlement to a VAT reduced to 5.5 % on heat sales. From a financial point of view, the investment necessary to carry out this project to extend the heat network will be carried out in full by the Concessionaire over the remaining term of the concession contract.
