Background, general presentation of the operation: I — CONTEXT OF THE OPERATION The Commune d’Ajaccio has, by law, a general jurisdiction clause and may intervene in any area of competence, in order to guarantee the local public interest. As such, it works for the harmonious and sustainable development of its territory, in line with the specific objectives set by the EU (e.g. equal opportunities and respect for the environment). 25 % of Ajaccians live in a poor household and 40 % in a neighbourhood covered by the Vllle policy (priority neighbourhood or active watchhouses), resulting in significant social and territorial divides. The findings on the ground show that many households are unable to acquire and/or operate digital equipment such as computers, printers, etc. There is therefore a social cohesion issue in order to improve the situation of the inhabitants of the most vulnerable areas of the territory by providing them with equipment and qualified personnel to carry out their administrative procedures as close as possible to their home (E-Administration), to seek employment, to improve their digital skills (E-lnclusion). This project is coherent and complementary with the urban renewal programme (led on a large part of the neighbourhoods covered by the city’s policy) which is part of a development approach.
