Engineering and tools for the integration of people away from employment into social utility structures

As pointed out above, the “strengthened and individualised” support offer is still insufficient in view of the increase in the number of people very remote from employment. The spread of poverty particularly affects certain categories of people, including a proportion of young people and some of the heads of single-parent families. In particular, among the priority projects for SIAEs in order to offer a relevant support offer to those remote from employment is the consolidation of their economic model: this requires, in particular, the development of their trade approaches. We observed that one of the levers for action was that mirroring the development of socially responsible purchases. More and more buyers, both public and private, want to give their purchases a social dimension. **In this context, this operation aims both to support developments in the EIA sector through support for the development of public policies and the development of measures to promote the sector and to support the development of socially responsible purchases for SIAEs by raising awareness among public and private buyers and supporting the rise in skills of SIAEs in their business processes.** Finally, as mentioned, some public are more affected than others by unemployment, in particular some of the young people. Employers of social utility structures can play a crucial role for this specific audience. With 10.5 % of paid employment, 2.3 million employees in 221 000 establishments, the social and solidarity economy (SSE) has a considerable potential for jobs, it shows a certain dynamism and is more resilient to the crisis. However, these opportunities are little known to young jobseekers and accompanying professionals. **In this context, this operation will also promote young people’s access to the professional opportunities of the social and solidarity economy.** The project as a whole aims to promote the integration of people away from employment into social utility structures, and in particular in SIAEs, it aims to synthesise into two main operational objectives each covered by an action fiche: 1. Support the development of Socially Responsible Purchases and the evolutions of Insertion through Economic Activity 2. Promoting young people’s access to professional opportunities in the social and solidarity economy
