Engineering and tools for the consolidation of social utility structures

The project is structured around two main actions: **Action 1: Promote the development of the offer to support social utility structures (action sheet 1)** * Identify the support needs of project leaders and managers and make the existing offer readable in order to facilitate access by project promoters and social utility structures to this offer and mobilise the devices more efficiently * Facilitate the system transfer of know-how (Pair à Pair between managers of social utility structures) * Experiment offers to support structures of national scope or sectors to cover support needs not covered **Action No 2: Support the consolidation and development of structures of social utility through the animation of the Local Support Facility (LAD).** The animation of the DLA will more precisely be divided into two main areas of action: * **axis 1: Mobilisation, professionalisation and tooling of DLA operators (action sheet 2)** This axis brings together actions at the service of DLA operators: DLA departmental, regional DLA and DLA Resource Centre (DRDLA) sectoral or thematic. It consists of the following actions: * Animation of the dynamics of the network _via_ the organisation of inter-operator meetings, facilitation of internal communication, consultancy support for DLA operators, monitoring, information and awareness-raising on topics related to associative support, provision of collaborative tools (Enée ressources, videoconferencing) * Professionalisation of DLA operators _via_ dissemination of the competency repository, elaboration, the implementation and follow-up of business training (shared diagnosis, use of Enéeactivities) * Operator tools _via_ the creation and updating of toolboxes, framing notes, be it on the business practices of DLA operators or on priority support themes * **Ax 2: Governance and strategy of the scheme (action sheet 3)** This axis brings together actions supporting DLA management, in particular those aimed at the pilots and financial and operational partners of the DLA. It consists of the following actions: * Support for the national steering of the system: organisation of steering committees, drawing up dashboards * Development and monitoring of financial partnerships (ESF, local authorities) and operational * Administration, animation and development of the reporting and activity analysis tool of the device, Enéeactivities * Performance measurement of the device * External communication (communication tools, presentation templates, press articles, attendance at trade shows, etc.)
