Coulaines is one of the hundred poorest cities in France. Within the communal perimeter, the State has recognised a Sensible Urban Zone and a Priority Security Zone. The five-fold increase in its population in forty years has led the municipality to invest in the construction of public and diversified sports equipment. Work on compliance with fire safety, roof sealing and electricity has already been carried out some time ago. These works are now totally insufficient to guarantee the longevity of the aquatic centre in the near future. Its rehabilitation and upgrading to standards for the reception of persons with disabilities have become a priority in order to accommodate all the public in good conditions. The planned work will aim to bring the standards for the reception of persons with disabilities up to the standards; improving public reception conditions (reception hall, changing rooms and sanitary facilities, etc.); improvement of the building; the renovation of water treatment facilities and the renovation of air treatment This work will also allow an annual saving of 50 % on energy consumption and a 56 % reduction in greenhouse gas emissions from the aquatic centre in the medium term.
