For the 2014-2020 programming, the French authorities plan to mobilise as a priority 10 % of the overall ERDF and ESF envelope managed by the Regions towards the target areas of the city’s policy and their inhabitants, within the framework of integrated urban strategies. At the same time, 10 % of the national ESF programme will also have to benefit the inhabitants of the priority neighbourhoods of the city’s policy. The urban dimension of cohesion policy should thus mobilise more than EUR 1 billion over the entire programming period. In order to ensure national monitoring and facilitate its implementation, the CGET (as coordinator of the ERDF Fund) in connection with the ARF has decided to set up a national monitoring, support and facilitation mechanism for the main actors concerned, in particular the urban authorities (intercommunities, metropolises and municipalities). The Urban Europe Network, led by CGET in conjunction with the Association of Regions of France (ARF) and the managing and coordinating authorities of the EFSIs, brings together all the actors invested in implementing the urban dimension of cohesion policy: regional managing authorities, beneficiaries (in particular urban authorities emanating from EFSIs under Article 7 of the ERDF Regulation), regional support structures (regional resource centres for city policy, devolved State services in charge of transport).
