In a context of reflection on the effectiveness of the programmes and the future of cross-border cooperation post 2020, for their sustainable and integrated development, as well as the obstacles encountered by them, the proposed project consists of producing knowledge on the impacts of Interreg programmes, potentially linked to the Community action programmes concerning the Greater East Region on the development of cross-border territories: concrete contributions will be highlighted, the themes and territories little covered, the remaining obstacles will be identified. Through an analysis of projects and interviews with cross-border actors, the project will analyse the link between territories, governance structures, obstacles, and the functioning of the programmes, and of course propose ways of improving in consultation with the actors who can implement them. The aim is therefore to contribute to the refocusing of programmes in order to increase their effectiveness and impact and thus recompose future programmes around the needs of cross-border territories which are structured through cooperation and the development of cross-border services. Finally, the aim will be to show how border territories can build on the complementarity offered by the Community action programmes at the time of a reinforced thematic concentration post-2020 of the ETC programmes.
