The aim of the MUSAR (medium urban search and rescue) Savoie Mont Blanc project is to develop, in the northern Alps, an emergency supply module to provide a response to earthquakes, landslides and flooding. It is based on an international format (INSARAG) defined by the United Nations from 1992 and beginning to spread throughout the Territories since 2010. This research and rescue team will have two specificities distinguishing it from others, in order to avoid any redundancy. On the one hand, it will have the capacity to intervene in mountainous or snowy environments. This “Great cold” module would thus be the second in Europe to be able to intervene in avalanches that would bury buildings (Rigopiano, Val d’Isère, etc.). Finally, this module will allow water potabilisation operations to be carried out in addition to cleaning and consolidation operations. The objective of the project is to create a medium-sized USAR module that will be the first to operate on the northern Alpin arc. As such, he will have unique skills. In addition, it is mobile and can be mobilised in less than 10 hours with 7 days of self-sufficiency. As such, it is intended to intervene in any part of the territory, either alone or in support of another module in the event of a major crisis.
