**Enterprise Initiative et Création (EIC) was a support mechanism for the creation of integrated enterprises (emergence, pre-creation support, financing, post-creation monitoring) in the political districts of the city of Toulouse, which had existed since 2004 for jobseekers who were in charge of a business creation/take-over project.** Under the name EIC, this scheme came to an end on 30/04/2018. After the APA of the Occitanie Region **“Support to entrepreneurship in the neighbourhoods of the city’s politics”** where we were selected last July for 2018, **BGE Sud-Ouest is continuing this project in the districts of the city’s policy between 01/05/2018 and 31/12/2019, for the same public (job seekers carrying a project to create/enterprise, DE inactive) of the Toulouse agglomeration.** **The objective by pursuing this scheme from 01/05/2018 is to increase the number of enterprises created, the number of creations in the priority districts of the urban area, and the number of women and women entrepreneurs. The post-creation monitoring component also aims to improve the sustainability of the businesses created.** This system is accessible 5 days a week from Monday to Friday by providing regular standbys, dedicating staff. Any person received as part of the reception will then be referred, depending on the maturity of his project, to one of the partners. If it does not fall under this mechanism, it will be directed to another accompanying device. BGE consultants ensure a regular presence in QPVs, several days a week. Several consultants from the BGE Haute-Garonne antenna intervene on the device. For almost 20 years, we have been located in the heart of the priority neighbourhoods of the Policy of the City in the ** Toulouse agglomeration** and receive project promoters and companies on several sites: —The premises of the BGE antenna to the Cépière (3 Chemin du Pigeonnier La Cépière, Bât C,- 31100) -Le Relai Information Orientation Emploi (35 rue du Lot — 31100) -La Maison Commune Emploi Formation (57 Allée de Bellefontaine — 31100) -New Régie Nord (1 chemin des Izards — 31200 Toulouse) -The antenna of BGE aux Minimes (64 boulevard Silvio Trentin — 31200) -And for more than a year, in the commune of Colomiers (5 place Joseph Verseille — 31770 Colomiers) \- _A support until creation_ This mission allows project promoters to be individually received in order to be guided and supported in the creation of their project (market study — feasibility study — financial study — writing a dossier — help with steps) _\- Assistance in the formation of own funds_ BGE Sud-Ouest has financial engineering skills (management of NACRE, sub-measure ESF 423...) and networking: the financing dimension is perfectly integrated by our consultants. A company must have sufficient capital to start in good conditions and grow. _\- Support for consolidation of activities_ This downstream accompaniment starts as soon as a company is set up. It must be mandatory for all undertakings financed under this scheme. This support is a real support for entrepreneurs to increase their chances of success. All these services are completely free of charge for the project promoter. **BGE Sud-Ouest is carrying out the following two actions within the framework of this scheme between 1/5/2018 and 31/12/2019, for a public of jobseekers who are in charge of a business start-up project. ****Enhanced support:** The objective is to support 164 project promoters of activity creation in the feasibility study of their creation project between 1/5/2018 and 31/12/2019, 50 % of whom are women (INSEE rate is between 30 and 32 %) carrying out creative projects, these beneficiaries being jobseekers. Support consists of assistance with the completion of the personal balance sheet, support for the conduct of the market survey, the definition of the commercial strategy and economic forecasts, assistance with the choice of legal status, the finalisation of the business start-up file and the business plan. **Post-creation support:** the aim is to support and support 66 entrepreneurs in the start-up and development phase between 1/5/2018 and 31/12/2019, of whom 50 % are women entrepreneurs (INSEE rate is between 30 and 32 %). The support is targeted for young entrepreneurs and includes support for business development, the establishment of an administrative organisation and management tools, assistance in complying with legal obligations and support for the implementation of legal obligations.
