FACILITATE RAPPROCHEMENT WITH ECONOMIC ACTORS

The inclusion clauses are an important lever for the construction of career pathways, bringing the business world into contact with the persons eligible for the scheme. The resulting tasks help these people to become familiar with the world of work, to make themselves known among economic actors, to acquire professional qualifications and experience. Carcassonne Agglo has committed to reserve hours of integration in many of its markets, and in particular all those within the framework of the current and future Urban Renovation Programme, where it accompanies social lenders and other contractors in achieving the insertion target set by the ANRU Charter. As part of a public service mission, the project manager is a facilitator who contributes to the development of social clauses in public contracts (and private where appropriate) in his territory. It provides support to partners and all developers who incorporate social clauses into public procurement. Its action covers all the different phases of the scheme. * The Facilitator intervenes upstream of the procurement process by promoting the scheme to potential contractors and advising them on the choice of procedures, operations and sectors of activity. * At the end of the procurement, its mission is to implement the social clauses by informing and accompanying the successful companies. It establishes territorial partnerships with those involved in the integration, training and reception and orientation of the public in order to build the offer of inclusion. It must also monitor the system and evaluate its implementation. * The presence of a facilitator of social clauses is the sine qua non condition for making good use of social clauses. The facilitator performs an intermediation function between all relevant partners: the contractor, companies, people away from employment, the public employment service and the actors involved in the integration through economic activity. It is the one-stop shop for the partnership and territory. Assistance to contracting authorities operating in the territory of Carcassonne Agglo takes the form of aid for the selection of contracts which may include a social clause, the calculation of the hours to intervene and the drafting of legal documents in the consultation file of undertakings relating to the clause. Support for the selected enterprises relates to the number of hours to be devoted and assistance in implementation and its modalities. The facilitator clause will define with the company the appropriate job profile for implementation, then direct and link the persons eligible for the device resulting from the live tracking (with professional referents) or through the IAE structures. Through professionalisation or apprenticeship contracts, the clause also allows the development of new skills within the tenderers themselves. A follow-up of the person on site is also carried out in order to trace any needs to the competent structures. The facilitator monitors the implementation and validates the objectives to be achieved by the company. It also asks the tenderer to draw up an end-of-mission balance for the selected participant. All these elements make the inclusion clause an important lever for the construction of career pathways.
