The Law of 31 July 2014 on the Social and Solidarity Economy recognised the relevance of DLA as a support tool for SSE actors and broadened its beneficiaries by integrating all the structures covered by the ESS by virtue of their status and the commercial enterprises of the ESS benefiting from the ESUS (Social Utility Solidarity Company). The DLA implementing decree of 1 September 2015 clarified the purpose of the scheme: “_Creation, consolidation, development of employment and improvement of the quality of employment, by strengthening the economic model of the accompanying structure, at the service of its project and the development of the territory”. In addition, a national framework for action drawn up in September 2016 sets out the founding principles of the scheme, its priorities and methods of intervention. The national framing tools of the Local Support Scheme — DLA highlight the following challenges for the scheme: * Consolidation of employment and activities of enterprises of social utility * Development of their jobs, activities and quality of jobs * Strategic project and territorial anchorage. In Île-de-France, the action of the regional DLA is divided into two inseparable sequences taking place concurrently: _Sequence 1: Analyse the needs of the territories and coordinate the accompanying actors_ 1. Identification of the problems of SSE companies (less than 250 employees) 2. Setting up a referral platform for enterprises of social utility _Sequence 2: Support enterprises of social utility_ _franciliennes (less than 250 employees) and regional projects_ 1. Support strategies for the consolidation and development of companies of social benefit in France (less than 250 employees) 2. To stimulate, coordinate, and support sectoral support, the structuring of sectors and regional projects
