The facilitator will perform an intermediation function between all the partners involved in the social inclusion clauses: the contracting authority, the undertakings awarded the contracts, the public employment service and the structures of integration through economic activity (SIAE). The facilitator will also be responsible for monitoring the integration of the public in connection with the companies and the contracting authorities. It may have a role to play in recruiting and assisting in the taking of posts. It will be the interface with any referents of the employee (single referent Rsa, local mission, Pole job...). The identification of vacancies and future recruitment for the placement of RSA beneficiaries in companies will also be developed. The facilitator will have a mission to support companies, in particular support for the recruitment of a person who meets the provisions of the social inclusion clause (direct recruitment or through an integration structure), help with the administrative formalities for monitoring the clause... Its missions will focus on awareness-raising activities for public contractors (services and directorates of the Department of Ain and its partners), companies and project managers, IAE actors, federations and professional branches, communication and the facilitation of a territorial partnership around inclusion clauses, a stronger link with the integration partners, the professional branches. It will also provide advice and assistance to developers in the implementation of social inclusion clauses. Assistance in defining the posts and tasks to be carried out by the persons in integration and the pre-selection of candidates for companies would be considered until the company and the person were assisted when taking up the post. Finally, the facilitator will be responsible for collecting data during and after the contracts to measure the impact of the clauses on the integration pathway of employees. The coordination of departmental facilitators can be envisaged and will allow to work on employee paths more effectively. In order to contribute to the reduction of the high unemployment rate among persons with disabilities, while at the same time enabling the Department’s obligations with regard to employment reserved for persons with disabilities to be fulfilled, the facilitator could also have missions to develop markets with suitable enterprises (EAs) and employment-based institutions and services (ESAT).
