Operations 2018-2020 OF THE CAP PLIE NORD Martinique

The PLIE is a platform for consistency of actions developed locally in order to promote, through the implementation of individualised integration pathways, access to employment or skills for those most in difficulty. To this end, the PLIE mobilises resources within the framework of a contractual commitment around quantitative and qualitative objectives and relies on an animation team. The central functions of the Local Plan for Insertion and Employment are to organise integration pathways into employment combining enhanced personalised support, training, work experience and, at the end of the journey, enhanced job-search assistance, to animate the territory and to use local development, to promote closer contact with economic actors and to help optimise the employment of those most in difficulty. The intervention territory of the PLIE is that of CAP Nord Martinique, the 18 municipalities of the North of Martinique. The strategic areas of intervention chosen are the following: Axis 1 — Organise and coordinate the construction of enhanced individualised career pathways focusing on access to sustainable employment or qualification: Axis 2- Structure, manage, animate and develop the offer of integration in the territory of CAP Nord Axis 3- Initiating a true engineering platform Axis 4- Strengthening the mobilisation of economic actors It is proposed to people in integration, individualised pathways consisting of stages that correspond to their needs of the moment the award of a path reference (1 FTE per 70 people), mobilisation actions for the most demotivated, professional reviews to facilitate guidance, awareness-raising measures for a profession, qualification training tailored to the needs of the beneficiaries and the needs of enterprises, job placement, employment contracts in integration structures through economics, workshops on integration sites, integration enterprises, intermediary associations,... support for assisted employment contracts but (CUI-CAE, future jobs,...) preparations and reconciliations to use for those who are ready and support several months after obtaining a conventional employment contract to ensure that they remain in employment. For some beneficiaries, access to employment may be a substitute for a qualifying period, but for others, a longer journey with action on the social aspect and the return to empowerment in relation to a job search is needed. For others, action must necessarily involve taking into account problems other than those directly related to employment (social, family, psychological and health problems). To build the different stages of the course, the PLIE relies on five main types of action: * Follow-up — accompaniment: enhanced support and social support * Integration actions — mobilisation, * training * economic integration, * access to employment The PLIE is aimed at residents of the North who are in great difficulty of social and professional integration, people with occupational barriers such as no or low level of training or qualification, obsolete or unsuitable qualifications for the local labour market, absence or low professional experience and combining social barriers such as mobility, childcare, health, etc. These people need enhanced support for research and access to sustainable employment. These people are generally in the following situations long and very long-term jobseekers of young people under 26 years of age, in difficulties of integration, who have been out of school for at least one year, women seeking employment, they will represent 60 % of the public, beneficiaries of the RSA, who will make up 50 % of the public, seniors over 50, who are a target audience in view of the priority given to this group at national level and the figures of the territory, jobseekers with recognition of the status of disabled worker, young jobseekers with graduates, jobseekers resident in the city’s registered political neighbourhoods (Zone de Cité Lacroix Trou Terre and Pointe Lynch au Robert, and Tombolo City in Sainte-Marie), outgoing prisoners.
