In view of the context and particularities of the territory, the project is built around three priority axes: **1\. Enhanced and individualised support taking into account all the difficulties of the public concerned** * Facilitate and develop the PLIE partnership network, preserving good cooperation with structures with a public service mission in supporting people towards employment; * Organise and coordinate individualised career pathways towards employment, with enhanced support for participants, by developing support in employment, so as to facilitate integration into the enterprise and thus retention in employment; * Removal of peripheral barriers to access to employment or training * Remobilisation of the public on their professional project **2\. Mobilising economic actors to improve the employability of those in difficulty** * Relaunching the project engineering dimension of the PLIE, building on existing schemes and working towards the development of complementary offers contributing to integration pathways; * Developing and structuring relationships with local enterprises, in a network dynamic, with a view to facilitating access to employment for PLIE participants; * To carry out an engineering mission in collaboration with the local and regional authorities, * Establishment of a GPEC service offer (foresight management of jobs and skills,... 3\. **Facilitating the adequacy of public integration into the labour market** * Expand access to the pathways linked to integration through the economic activity of the territory; * Develop a training offer adapted to the needs of the participants, * Develop work situations (immersion, internship,...) This project is intended for audiences meeting at least one of the following criteria: * Public seeking employment for at least 12 months (whether or not registered with Pole Emploi) * Public from 18 to 25 years of age included in school break-up for at least 6 months * Recipients of the social minimum, in particular beneficiaries of the RSA or entitled, * Persons residing in priority neighbourhoods of the City Policy, * Disabled workers whose state of health allows a return to the ordinary working environment * First-coming and migrant workers * precarious employees (assisted contracts, pay less than monthly smic) In order to ensure equal opportunities in accessing employment, special attention will also be paid to: * People in employment difficulties related to age (youth under 26 years of age, and public over 45 years of age), * Persons with low qualifications or training, * Single parents, single-parent families, * Persons without stable accommodation * To the so-called invisible public, through the development of partnership and participation in the coordination committee of the actors led by the DIECCTE.
