The proposed operation consists of providing medical protection equipment to healthcare professionals, the medico-social and social sectors as well as public service workers exposed to the risk of COVID 19 contamination. In this context, medical protective equipment is purchased. In this context two orders are placed for the purchase of the various medical protection equipment. In addition, for the transportation of equipment from China to Réunion in view of the absence of scheduled flights at this time, chartering an aircraft is the only solution. To do so, the Region has also awarded a contract for this service. In view of the international and local health emergency caused by the COVID-19 outbreak, contracts shall be awarded without advertising or competitive tendering, in accordance with the derogation procedure laid down in Article R2122-1 of the Public Procurement Code according to which: _"The buyer may award a contract without prior publicity or competitive tendering where imperative urgency resulting from external circumstances and which he could not foresee does not allow the minimum time limits required by formalised procedures to be met. This is particularly the case for contracts made necessary for contracts awarded to deal with health hazards defined in Article L. 201-1(1) and (2) of the Rural and Maritime Fisheries Code. The contract shall be limited to the services strictly necessary to deal with the emergency situation.'_ 1. A first consultation launched on 24 March 2020 with 5 economic operators for submission of proposals on 25 March 2020. Due to the very short deadline this consultation was extended to 30 March. An offer was received on March 26 from the PHARMAPROV Company. It concerns the purchase of: 300,000 non-reusable FFP2 personal respiratory protective masks marking RN 400,000 “surgical type” spray masks with waterproof IR and IIR type checkmarks. The contract was ordered and notified on 27 March 2020. Delivery of equipment is scheduled within 12 days of payment of the advance which took place on 30 March 2020, i.e. 10 April 2020 via DHL. 2\. The second consultation No 2020 0048 launched on 27 March 2020 with PHARMAPROV in accordance with the same procedure as the previous one for submission of a proposal before 30 March 2020 at 3 p.m. (H of Réunion), concerns the purchase: \- Of 881 750 Non-reusable personal respiratory protective masks type FFP2 marking NR, \- From 1500 000 surgical-type spray masks \- 400,000 sterile gloves, not powdered long sleeves, conforming to standard NF EN 455-1-2-3, protective gloves against micro-organisms (Regulation EU 2016/425) conforming to standard NF EN ISO 374-5, size M, L and XL, \- 110 000 protective clothing against infectious agents \- 100 000 visors of anti-fog and anti-reflective medical visors \- 200,000 disposable medical carts for hair, \- 200,000 overshoes. The contract was ordered and notified to PHARMAPROV on 02 April 2020. Delivery is scheduled within 14 days of payment of the advance which took place on 02 April 2020 i.e. 17 April 2020. This order will be delivered by plane specially chartered for the occasion in order to quickly dispose of these protective equipment. This second order was drawn up in consultation between the Region, La Préfecture, the ARS (Regional Health Agency) which made it possible to carry out an assessment of the needs of different equipment for professionals whose interventions expose them to the risks of contamination. At this meeting, the arrangements for the management and distribution of equipment entrusted to FAZSOI (Armed Forces of the Southern Indian Ocean Area) were also defined. 3- Market No 2020 00053: Provision of chartering of an aircraft in Shanghai due to a health emergency
