Firefighters in support of the covid 19 fight in Martinique

The investment made by SIS concerns a set of tasks which are not legally devolved to it around several separate actions: 1. Preparation of actors and operational response to the crisis Covid 19 The mobilisation of a dozen managers to prepare for the outbreak of the crisis aims to quantify the needs and then equip the SIS with the material means to respond to the emergency and operational demands, while preserving the integrity of the SIS tool and personnel (60 PATS, 270 professional fire brigades and about 800 truly active volunteer fire brigades) who must at all times carry out rescue and emergency missions in full autonomy. Considering that the care of the sick and suspect of Covid 19 is not one of the tasks assigned to firefighters and in view of the island context of Martinique adapting to Covid 19 of the Business Continuity Plan, is accompanied by an allocation of resources specific to COVID 19 interventions, namely the establishment of protocols and training adapted for all 1,200 fire brigades in Martinique. With the aim of ensuring at all times and 24 hours a day, the normal response of the relief effort but also the various demands of the population through significant support from external structures (SAMU, CHUM, ARS) with the competence of the COVID health emergency. This objective is achieved by achieving an average operational potential of 95 firefighters on day shift shifts (85 nights). At the very beginning of the crisis, the operational response was made for the whole of Martinique, by the 20 fire and rescue centres, under the authority of CTA-CODIS and the Centre for Receiving and Controlling Calls of the SAMU. Then, at the height of the pandemic, a surge in the system is made by the implementation of fire-fighting resources (1 rescue centre and about 60 24-hour staff) dedicated to COVID-19, reinforced by heliported means and SMUR vehicles available in Martinique. The expertise of the SIS through its health service and its logistical support group are used to benefit the population through a series of actions to support people and structures: 1- Support and assistance to the population, to the various services and structures of assistance to the population, as well as to various organisations (CTM satellites, EPHAD, municipalities, associations and administration) for the logistical support action (donations of masks, freezing and transport of equipment and personnel) 2- Purchase of equipment for the manufacture by Pharmacie for the internal use of SIS of hydroalcoholic solution The titles and the articulation between these actions for implementation are the subject of an action fiche. In line with the refocusing requested by the CTM’s Instructing Service, only expenditure directly related to SIS acquisitions will be considered. In memory of the strongest of the crisis, two Vehicles of Secours Aux Victimes called VSAV “Covid-19” are located at the Centre d’Incendie et de Secours de Rivière-Salée (Martinique). These vehicles are armed by 51 firefighters from the entire departmental corps, mobilised specifically for this mission. A team of 3 firefighters qualified helicopter rescuers are also mobilised to ensure the availability of the civil security heliported means for the care of victims Covid 19. These dedicated means carry out all the interventions regulated by the Samu as proven or highly probable “Covid-19s” during all the peaks of the COVID crisis. Since 1 April 2020, the resources allocated have achieved 85 % of the Covid19 interventions, thus achieving the first objective of this project and meeting all the demands of the population. To this end, SIS has invested in the training and implementation of specific provisions and protocols for this dedicated centre. All other ISCs were also made aware in advance by training staff and by providing specific means to deal with this infectious risk. These fire and rescue centres will also help support communities and other institutions throughout the COVID-19 crisis.
