Internal SUMMARY OF THE PROJECT: Support Local Project Location: the DLA is a tool for local development, implemented at the territorial level. Its aim is to create, consolidate, develop employment and improve the quality of employment, by strengthening the economic model of the accompanying structure, at the service of its project and the development of the territory. He must: • Help structures to strengthen their skills to enable them to adapt their activities to the changing environment and professionalise them in their employer function; • Facilitating the anchoring of activities and accompanying structures in their area of action to cope with economic and social changes DLA support is carried out in complementarity with the service offer implemented in particular by associations and cooperative networks and federations, professional, interprofessional or multi-professional bodies. It is expected to be sustainable and become an instrument for local development policies. The 5 Missions and functioning of the DLA: 1\. _Home_: The DLA staff member receives the structure for an exchange and information time to determine whether it is part of the DLA support. DLA staff may direct them to other actors or resources in their territory if their request does not fall within the DLA framework. 2\. _Shared Diagnosis and Support Plan_: the DLA staff member carries out, with the structure, a shared diagnosis of his/her situation and identifies the problem in relation to one or more jobs. This diagnosis, which includes an overview of human resources from a GPEC perspective, is developed jointly with the heads of the beneficiary structure who actively participate in it and validate its conclusions and recommendations. This involvement of the DLA beneficiary structure is a first step towards change. 3\. _Development of the accompanying journey_: at the end of the shared diagnosis, the DLA mission officer and the accompanying structure prioritise and prioritise the areas of change that may include human resources management tools (job sheets, organisation chart, an action plan for employees’ access to qualifying or certifying training). This diagnosis helps to determine the actions to be taken. On this basis, and in the light of his expertise of the local accompanying ecosystem, the DLA mission officer builds and shares with the accompanying structure an accompanying journey that is part of the duration and is not limited to the mobilisation of an external service provider. _4\. Coordination of the accompanying pathway_ (including the financing of an external service): once the accompaniment course has been built and shared, the staff member of the mission facilitates access to each of the support solutions by any appropriate means and ensures that the journey is implemented. Such support may take the form, for example, of actions to be carried out by the beneficiary structure, assistance available on the territory, ** the intervention of an external service provider in individual and/or collective engineering_** or contributions of in-house expertise by the DLA mission manager.
