The aim of the project is to develop different modes of transport more smoothly in the Ruka region, which is important for tourism. The project will improve the accessibility of the different areas of Ruka, which will have a positive impact on the competitiveness and operating conditions of SMEs in the region. The project will also improve the area’s comfort, the traffic environment and traffic safety as a result of the implementation of the project. The project is part of a wider package consisting of measures targeting the property of the Finnish Transport Agency and the City of Kuusamo. Each Party shall apply for funding for its own measures by means of separate applications. The measures taken by the City of Kuusamo concern the construction of outdoor and snowmobile routes and streets. The destinations of the measures are located in Ruka Kuusamo, connecting roads 8692 (Rukantunturintie) and 18884 (Rukajärventie). As a result of the project, the Ruka area has become more attractive. The traffic in the area is smoother and the accessibility of different areas of Ruka has been improved. Different level solutions have created high-quality outdoor and snowmobile routes. The transport environment is more comfortable and road safety has improved. New investments will be made in the region as leveraged by the project and will have an indirect impact on at least 80 Ruka-Kuusamo member companies. SMEs’ competitiveness and capacity for action have improved.The project will increase the number of SMEs and the number of high-growth enterprises by 2025 (10 % of global economic developments). Non-ETS emissions (co2 eq) will decrease by 10 % by 2023, based on shorter queues/waiting times as a result of circular and divergent solutions. Currently, the main customers of the area are families with children (parents + 35 years) and older couples. The share of domestic customers (registered overnight stays) is 78 % and the share of holiday trips (cf. commuting) is 93 %. Efforts are being made to increase the number of existing customer groups in the region. Especially growth from the international side and also from younger domestic customers travelling in groups of friends. The tourism sector directly or indirectly employs about 1000 person-years, and by 2021 the Ruka Tourism Region is looking for 4 % annual turnover growth for the tourism sector as a whole, which according to the business programme is defined as + 250 person-years & + 33 MEUR turnover by 2021. The project will indirectly contribute to these objectives.
