Arctic Maritime Activity Centre of Excellence Report

The objective of the Arctic Maritime Competence Hub is to provide additional information/opinion to establish a centre of excellence in Kemi. The study aims to reflect the activities that the centre of excellence could include, which actors could be involved in the implementation of the concentration and how the operations of the concentration will be launched. The purpose of the Centre of Excellence would be to provide research, development and innovation services related to Arctic maritime activities, as well as testing, training and internship services for national and international needs. The aim of the study is also to assess the extent to which services can be provided in the context of the natural conditions of the Bothnian Bay of Bothnia and to what extent a research and testing pool environment is needed. The study project is directly related to the national/international ArcMaTe (Arctic Marine Training and Testing Center) project, which is in the business plan phase. A core consortium consisting of the Ministry of Transport and Communications and the cities of Kemi, Oulu and Pori has been formed for the management of ArcMaTen.The project’s measures are based on active networking; building a network of partners, negotiating with stakeholders, potential investors and service operators. Data are collected from different sources, but in particular through the ArcMaTe Consortium and based on previous national studies. At the same time, the study project provides information to the ArcMaTe Consortium.The result of the study project is a final report assessing what activities the cluster could include, which actors could operate within the cluster and how it can be launched. The study will contribute to the establishment of a centre of excellence in Arctic maritime activities in Kemi and will provide additional information to the ArcMaTe consortium.
