Eco Industrial Park

500 European regions and 100 000 municipalities are fighting for the same scarce resources. Competition for new (cleantech) companies and jobs is fierce between regions and countries. Finland’s goal is to be the power of cleantech business in 2020 according to the national cleantech strategy. The Tampere region is well placed to respond to this challenging goal. The Cleantech business zone is a joint goal of the municipalities in the Tampere urban area. The three-mile business area offers an area that is ideal for piloting and demonstration areas for cleantech companies. The three cities share a common desire to develop the region. Kolmenkulma is committed to the development of cleantech industry.Tarastenjärvi area is another cleantech priority area, where a material management centre is already located. In addition, a useful power plant is being built in the area. The use of wind power in the area has also been planned, as well as the efficiency of the recycling business. The three-mile cleantech business zone is built in stages. At the operational level, an expert in construction, real estate development and municipal planning and cleantech industry expert and expert in industry value chains will be attached to the project. In practice, the project requires a core operational team, the project office, which meets regularly. The task of the project office is to get key companies located in the region. The office’s operations emphasise the need to build and maintain a strong municipal and corporate interface to enable the key company to be located in the Kolmenkulma region.1. Start-up AND ORGANISATION- Engagement of actors- inclusion and commitment to the process- assembly of the project office’s core team- refinement and scheduling of plans2. Identification of locomotive companies and value grids — identification of locomotive companies in Finland and internationally.- Identification of cleantech value grids- contacting locomotive companies and validation of value grid assumptions- prioritisation and scheduling of value networks from the needs of locomotive companies3. Plug AND PLAY- CONTRACTING- establishment of locomotive companies and the creation of industrial symbiosis around locomotive companies4. Implementation AND 5-10 yearsCleantech business zone aims to be a national cleantech demonstration pilot environment within a couple of years. The project will result in an operating model that enables the development of clusters of expertise, with strong industry-specific, almost symbiotic dependencies between the business environment and network operators. The aim is to build an Eco Industrial Park, thus focusing on specific geographical areas. For the efficient operation of companies (logistics, intermediate warehouses, services, etc.), it is important to have a close location of product development and production facilities. The project will result in a “project office” operating model for business area development, which in a coordinated manner enables the needs of sectoral value networks to be taken into account across municipal boundaries, in cooperation with municipalities, companies, universities and regional actors.
