CEMIS (Centre for Measurement and Information Systems) is a contract-based research, development and training centre established in Kajaani in 2010. The activities involve about 100 experts from the University of Oulu and Jyväskylä, the Centre of Measuring Technology (MIKES/VTT) and Kajaani University of Applied Sciences. The role of CEMIS is to coordinate research in the region and to promote and assist in the commercialisation of research ideas. CEMIS’s objectives are mainly implemented through CEMIS programmes. CEMIS-Oulu is the measurement technology unit of the University of Oulu and the Kajaani University Centre, which employs nearly 50 professionals in measurement technology and analytics. The unit is the largest of CEMIS operators in the Kainuu region of the research sector. CEMIS-Oulu aims to develop research and technology in the field of measurement technology and to provide related services to companies, research institutions and other organisations through shared-cost projects and individual assignments. The unit also cooperates closely with the Vuokatti unit of the University of Jyväskylä in the development of sports coaching, testing and research services.Kajaani and Kainuu are a strong restructuring area. The bioeconomy, Cleantech and the mining industry are becoming drivers of industry. Kainuu needs new backbones for the economy, a diversified industry operating in the global market and more efficient use of resources.Cemis-Oulu co-ordinates through this project the contribution to the development, demonstration and commercialisation of measurement technologies in the CEMIS 2015-2016 programme. The aim of the project is to utilise previously developed technologies and build on them measurement systems, as well as to produce research results and services that can be used in the short term by existing and new companies in the region. The specific theme is environmental issues such as low carbon, production plant emissions and water monitoring. Real-time measurement technology based on e.g. electrochemistry and optics will be developed and applied. The work includes extensive testing of technologies and methods in customer applications. The resources of the project will also be allocated to the Tuju project coordinated by the University of Jyväskylä in developing measurement methods for health and well-being applications to serve in particular the development of the sports and tourism environment in Vuokatti. The new opening of CEMIS-Oulu and MIKES is the integration of process and phenomena simulation into measurements. The project also places a strong emphasis on the commercialisation of research results and on the marketing and communication of results related to competence development. The key objective is to create new businesses in the region, especially in the SME sector, and to commercialise the results of development activities. The project implements the region’s specific objectives and visions, e.g. in the bioeconomy and the extractive industry, as well as in the utilisation of environmental technology. The aim of these is to support local business and Kainuu’s attractiveness in various fields and the sustainability of high-quality research and development activities in Kainuu. The project has a two-year duration and has a budget of 2.1 million. EUR. 20 experts, researchers and technical support staff will participate in the implementation (310 staff).
