Capital flows in the tourism sector have been facing challenging times throughout Finland since 2008 (see Annex “Activities of investments in Finland 2006-2015”) and Kainuu has had FDI activity in other industries such as ICT and biofuel. There have been isolated investments in the tourism and real estate sector, but a clear and coordinated investor note on investment-ready and secure destinations is not available around regional tourism hubs. Today’s market conditions have mobilised investors, in particular low interest rates, currency fluctuations and geopolitical changes have contributed to activity. Previous FDI-related activities have shown that it is difficult for investors to make an investment decision or to enter into investment negotiations without the right material and background to confirm the reliability and readiness of the site, even if the target appears to be promising otherwise. Equally important is the use of reference cases in the Attractiveness process of investors. The aim of the project is to create a coherent model, a portfolio of investment destinations in Kainuu, which could be used to assemble different investment destinations in the Kainuu tourism industry. A single, reliable model would enable the investor to quickly obtain comparable information on different sites, on site-specific construction costs and on factors restricting or enabling construction as a basis for decision-making. The first phase of the project will focus on Vuokatti (where the more mature tourist investment destinations are) and will use the background data template developed in the second phase of the project as a tool for preparing investment sites offered by other municipalities in Kainuu. In order to achieve investor engagement in investment negotiations, the following marketing measures will be carried out during the project:- Collaboration with investor market consultants who are already involved in investors’ due diligence processes- Preparing the underlying assets to form a portfolio. This investor-oriented tool categorises items according to exit options (short, medium, long-term), risk assessment (considerable, balanced, risky) and size-dependent classification of the target.- Target presentations to investors, organisation and marketing of investor visits online and social media- Utilising Invest in Kainuu’s existing CRM system and contact network. Capitalise on identified and award-winning Invest in Kainuu processes and marketing strategy, which have produced results in other sectors since 2010- Provide information on regional investment targets to national investment attracting organisations on requestObjected results:1. Ensure the realisation of the investment in well-prepared and ready-to-invest tourism investment destinations. 2. The stimulation of employment in the construction and tourism sectors and the growth of turnover in the sector and the positive impact on direct and indirect regional taxation3. Preparing a dynamic growth portfolio from the most investment-ready assets and ensuring its visibility to the right investor target group. The portfolio presents the most investment-ready tourist destinations in the Kainuu region (subsidies and increasing the overall attractiveness of Kainuu)4. Realisation of the objectives of at least two of the sites mentioned in the project, to be achieved in subsequent negotiations between stakeholders and investors;
