Smara — Savilahti’s Smartest Solutions

Savilahti, located close to the centre of Kuopio, is a science and business park area for just under 20,000 people, with actors such as the University of Eastern Finland, Kuopio University Hospital, Savonia AMK, Technopolis Oyj, hundreds of companies and several state sector research institutes. The Savilahti 2030 project (www.savilahti.com) is the city of Kuopio’s strategic leading project and the most significant urban development project in Eastern Finland, which strengthens the vitality of the entire Kuopio region. According to the Kuopio Growth Programme 2013-2020, the development of Savilahti has a very significant impact on Kuopio’s growth, attractiveness, reputation and competitiveness. By 2030, Savilahti will grow into a diverse district of 34,000 operators, where living, studying, working, scientific research and business activities overlap with each other. It is estimated that the public and private sectors will invest more than EUR 1 billion in the realisation of the built environment in the region. The development of the Savilahti district and campus also supports the achievement of regional, national and EU-level development goals. The vision is that during the 2020s Savilahti will develop a genuine smart city that promotes low carbon. This means that in the ongoing planning and development phase, sustainable solutions will be sought that will streamline life with flexibility to enable different future developments in a changing operating environment and new evolving service or business offerings. This requires identifying opportunities to cross the “borders” of traditional urban planning and identifying and selecting viable, smart and low-carbon solutions in key areas related to the construction of the neighbourhood (Smart bands: e.g. civil protection, parking, mobility, energy solutions, information technology, waste management and housing). The Smartest Solutions-Smara project in Savilahti will carry out feasibility studies for these key areas related to the development of Savilahti; integrate identified smart solutions into a single smart city district and develop operating models for the development, construction and maintenance of these solutions throughout the life cycle of Savilahti Smart Town. The study package will be implemented in close interaction with the actors, companies and other stakeholders in the region, with the aim, among other things, of opening new co-operative and business opportunities. These measures will result in a mapping of feasible design solutions (Smart solutions) and a roadmap of which Smart solutions will be taken forward as investment and implementation projects as Savilahti is built from 2018 onwards and will continue throughout the 2020s. The feasibility study process tested in the project and the experience gained through it can be utilised in new urban development projects both in Kuopio and in other areas.
