Founded about 25 years ago, Ukkohalla and barefoot naturally combine hiking, skiing and snowmobile routes. Ukkohalla and Paljaka ski resorts therefore have a long history of development. Over the years, the area has been developed and marketed jointly, as a whole, while at times, as the ownership of the centres changes, the roads have become different and tourist centres have been developed and marketed as independent destinations, with their own choices and with their own profiles. In the summer of 2014, the centres’ main business operations were once again under joint ownership. In the future, the new entity will offer an attractive and interesting all-year-round tourist destination for both domestic and foreign visitors. In winter, the area is one of Finland’s most snow-proof winter centres. The versatile cross-country skiing and snowmobile routes combining Ukkohalla and Paljakka’s activities are already among the best in Finland. The new slope company is looking for a place among the 10 largest ski resorts in Finland. The high-quality investments made in the tourist centre of Ukkohalla in the 2010s have allowed the number of visitors to grow steadily and the year-round increase gradually. On the contrary, the increase in the number of visitors in the Paljakka area has been constrained partly by the lack of a sufficiently high-quality accommodation infrastructure and the underdevelopment of the hotel in the area. Due to the limited number and quality of accommodation capacity in the Paljakka region, the mobilisation of larger groups of tourists — especially in-kind customers — has not been justified so far.The aim of the development project is to find tourist operators and development agencies in the Ukkohalla-Paljakka area, including municipalities, a common will and readiness to promote conditions and operate more efficiently, pooling resources to attract new customers, especially international tourists and investors throughout the year. A prerequisite for success is to sharpen the profile of tourist centres more uniformly so that the centres could be marketed to demanding customers as a truly diverse, high-quality and unified year-round experience. To achieve this goal, cooperation between tourism companies will be intensified through more open cooperation. The aim is to take greater account of the region’s different company-specific aspirations, thereby increasing the quantitative commitment of development resources to joint use. The number of visitors and stays in the area depend on the existence of a sufficiently high level of accommodation. This requires, in particular, the creation of new holiday apartments in the Paljaka area and the development of the existing hotel services in the area. Co-operation between companies in the region and other actors is particularly a factor contributing to the investment decision of a foreign investor. The project measures create new and high-quality marketing practices, and this will promote and sharpen the marketing of the region to investors and tourists alike. As a result of the project, the Ukkohalla-Paljakka tourist area has found a clear common profile to communicate externally and has produced tools to promote investment in the region. In the eyes of investors, the region is an area of interest, in particular because of the extensive cooperation and quality of communication between the actors in the region. Cooperation ensures high-quality and versatile services for both domestic and international travellers throughout the year.
