The European Union’s and Finland’s climate and energy targets will be brought to the provincial level. Based on the latest information, the project will form a provincial willingness to move towards a sustainable and low-carbon economy, as well as an operating model for implementation and monitoring. The aim of the project is to help companies, municipalities and other public actors in the Province of North Savo to move towards carbon-neutral activities and to improve the competitiveness of enterprises and the agricultural and forestry industries, as well as preparedness for changing climate conditions. The project investigates greenhouse gas emissions and carbon sinks by municipality at the level of the whole region. The project will gather a climate forum for provincial actors and, in cooperation, define the region’s climate road map and key priorities and objectives on climate issues. At the same time, the availability of up-to-date and usable climate information for different actors and policy makers will be improved. The project identifies information needs such as the importance of peatlands and forest carbon stocks in the carbon balance. The project also produces climate information for the needs of the provincial programme, the Structural Funds programme, the rural programme, the regional forest programme, transport system planning and regional planning. The project will accelerate the implementation of a carbon-neutral province. The Climate Road Map guides resources and measures in such a way as to achieve maximum effectiveness and cost-effectiveness. The project works in close cooperation with project No 307120 “Sustainable Energy Use, Material Efficiency and Climate Regional Action Plan”. The project defines, among other things, regional and municipal targets and measures to achieve climate objectives.
