North Savo has several centres of international excellence and the region’s economic structure is diverse with growing companies in fields such as machinery and metals, energy technology and wood processing, food production and health. However, making use of the attractiveness of the region’s business ecosystems in attracting investments, especially from the point of view of diversified skills, requires various development measures to safeguard the region’s international competitiveness in both the long and short term. In recent years, a systematic model has been built in the Kuopio region to implement the invest in work. At the same time, it has been found that the effectiveness of the invest in work could be increased by systematically extending it to the whole region. Several municipalities in Northern Savo, in particular Kuopio, Iisalmi, Varkaus, Siilinjärvi and Leppävirta, have highlighted the need for diverse regional cooperation in the invest-in work. In Finland, especially large and medium-sized cities and regions invest heavily in attracting investment and increasing the specific knowledge of their region, businesses and the visibility offered by them at national and international level. Success in the competition and thus ensuring the vitality of the region requires systematic work and, on the other hand, the readiness to respond quickly to new opportunities. The main objective of the project is to promote the international recognition of the strong business ecosystems of Northern Savo and Joroinen through concrete investment in-work. In addition, the aim of the project is to enhance the soft landing service model, international visibility and networks, and to strengthen the effectiveness of investment in the municipalities of Northern Savo and to bring the region’s strong know-how to attract companies and investors to the region nationally and internationally. In order to maintain the growth and international competitiveness of Pohjois-Savo and Joroinen, the regional structures and know-how must be supplemented and the growth in the number of jobs guaranteed by, for example, new enterprises, new investments or, for example, increased exports of enterprises. The solution is the joint invest-in approach of the region (Kuopio, Varkaus, Iisalmi, Leppävirta, Joroinen and Siilinjärvi) and the launch of its concrete activities. As part of the project and as a concrete case example, attracting data center investments to the Saimaa Data Park in the Varkaus and Joroinen region will be promoted and piloted. The project will result in strengthening the region’s know-how and international networks in the short term, bringing together the region’s leading expertise and strengthening its international reputation and developing a service map of existing soft landing services in the region. Regional ecosystems such as Kuopio Health and RDI home nests (in North Savo, health, water technology, primary production and food, mechanical and material technology, energy technology and the bioeconomy) are built as cornerstones of the Invest-in work. Emphasis will be placed on the principles of open innovation and co-development. The project is very international and international partnerships can be expected to increase and strengthen significantly through close cooperation and networking. The project works closely with the development projects of ecosystems operating in the area (e.g. verka, Kuopio Health, Kuopio Living Lab, New Tech) and complements their operations, especially from the point of view of attracting domestic and foreign investments. Investor cooperation in the Invest and Expand in North Savo project, increasing the domestic and international visibility of the region’s excellence and other concrete investment in support and strengthening the work on the development of ecosystems in the region. The main long-term results (after the project’s completion) are new private equity companies created in Northern Savo, new domestic and international companies located in the region, the growth of companies already operating in the region as a lever for new investments and increasing the attractiveness and visibility of the region’s key business ecosystems internationally. The project supports the Structural Fund’s Sustainable Growth and Work 2020 Objective 1 (SME competitiveness), as well as specific objective 1.1. (Creating a new business). The objectives of the project support the emergence of new business and business operations or the location of companies’ offices in the North Savo region, as well as the growth and internationalisation of enterprises in the region. The project also provides excellent support to the North Savo Provincial Programme 2018-2021 and in particular to its Action Line 1 (Economic Reform).
