The aim of the project is to develop the municipality of Utsjoki as a service organisation and to strengthen the well-being of employees from the point of view of a multilingual and multicultural operating environment. These objectives will in the long term improve the quality, productivity and quantity of service production in accordance with Sámi and Sami culture. According to the Sámi Language Act, it is the responsibility of both the state and municipal authorities operating in the Sámi region to ensure that Sámi-language services are safeguarded.The concrete objective is to improve the personnel management skills of the senior officials of the municipality of Utsjoki and, as a result, to improve the well-being and productivity of all staff. In addition to the development of management skills, other concrete objectives from the point of view of improving productivity are the development of cross-border competence, electronic services and communication skills throughout the organisation. The measures to be taken with the help of the project address those problems that affect employees’ well-being at work and their ability to cope at work. These measures include the learning process of strategic management, surveys of well-being at work, management trainings, development of communication and information practices, skills related to cross-border cooperation, language and cultural training. As a result of the project, the well-being and well-being at work of Utsjoki municipal employees have improved due to the increased human resource management skills of senior officials. In the long term, service provision, especially in Sámi, has increased, its quality and productivity have improved.
