In Europe, labour markets are not dynamic enough and therefore the promotion of labour mobility is seen as one of the means toward a more open labour market and thus as a step towards the internationalisation and growth of businesses and other actors. The project is part of the implementation plan for the national themes of the European Social Fund and the European Commission supports the financing of actions to promote transnational mobility through the Structural Funds. The project is seeking a solution to the role of EURES TE services as part of a broader international recruitment concept. For its part, the project promotes the growth and internationalisation of Finnish companies by ensuring the availability of skilled labour and increasing the capacity of companies to grow and internationalise. The project develops international recruitment models as part of the TE-services range and supports the establishment of product developed models as part of permanent services for companies and employers. The project will create a close cooperation model with the ELY Centres and TE Offices, which will help the models to become rooted in the TE-services range.The project will model ways in which, on the one hand, knowledge and expertise are disseminated to a wide range of stakeholders and, on the other hand, involve the management of the TE Offices in the development of the international recruitment concept. EURES trainings and inductions for TE Administration and stakeholders, modelled by the project, will be rooted in the KEHA Centre’s service portfolio. The project aims to increase the visibility, effectiveness and effectiveness of international recruitment services. In this objective, the project mainly utilises the purchasing services of communication and marketing and service design. Service design goes beyond EURES services. Productised services are more comprehensible for companies and easier to communicate about them.The project aims to achieve the following results: 1. The models of workplace Finnish and Swedish and international work community coaching are rooted in a permanent range of services. The ELY Centres will ensure that they are available for business needs. 2. Various service models have been tested to meet the companies’ labour needs with companies committed to pilots, the TE-administration and private service providers. Pilots have developed international recruitment services and service paths.3. For successful models of international recruitment pilots, follow-up implementation options have been found either directly during/after the project or due to possible changes. Some may require legislative changes. 4. The marketing campaign for seasonal labour has for its part raised the visibility and attractiveness of agricultural and forestry jobs and has produced a large number of job applications from people with foreign background and Finns living in Finland. Seasonal employment of people with a foreign background already living in the country will increase.5. TE-services incl. EUREs’ role as part of a broader international recruitment concept has been strengthened. EURES services are an important part of the international recruitment model and EUREs’ visibility and visibility as part of the Talent Boost package has been strengthened.6. After the project, the TE Administration staff’s competence in international recruitment will be supported through the permanent competence development tray (KEHA-centre).7. Monitoring of the effectiveness and performance of EURES services has been developed and integrated into the monitoring system operated by the KEHA.8. Through service design, the business orientation, accessibility and clarity of EURES services have been improved and, as a result, the attractiveness of businesses has increased.
