The sales of health services to foreign customers have been considered one of the solutions for financing problems in the healthcare sector for many years. Therefore, several studies have been carried out on the subject, which state that Finnish healthcare is of high quality and attractive internationally. The preparatory work for the project is based on a pilot project in Kuopio University Hospital (KYS). Cooperation with network partners has been launched in the pilot, but yet this cooperation does not constitute a sufficiently intact service chain. The main objective of the project is to create Finland’s leading health tourism area from Kuopio, where strong national and international cooperation with other medical service providers can be realised. The aim is to develop, based on the experience of the pilot project, the competence of international service production to serve high-quality clients in need of medical care. The project will acquire more understanding of the future needs of international customers, information acquisition channels for health services, content requirements and purchasing methods. The project will develop a common service package for the participating parties by combining the service elements of the different actors in an innovative way. At the same time, cooperation will be developed to enable the communication of common service packages in the right channels in an interesting way.Developing the personnel’s expertise to meet the needs of international customers. In particular, joint service processes are developed between the operators in the region, which provide the customer with a wider service experience than the treatment experience. In addition to the development of services, these actors learn about best practices in working with international customers. As a result of the project, the quality of the services provided by the network and the joint expertise of the operators develop to the international level. The main measure of the impact assessment is the response of the market, i.e. how well new service packages will find customers and how much they will generate new business. At the same time, the project supports the objectives of the social dimension by mobilising additional financial resources for the domestic health system and also for the wider tourism and service operators in the region.
