Project to develop youth employment services

The key objective of the EU employment services development project is to promote the implementation of the Youth Guarantee in the Oulu region through the comprehensive development and integration of youth employment services and flexibility. The aim is to develop new solutions and operating models for problem areas of service guidance for young people and for employment as early as possible, taking into account young people’s individual paths and needs. The aim is also to develop business cooperation and multidisciplinary cooperation between the municipality, the state, the private and third sectors in the production and development of services and the promotion of employment. The project will facilitate the impact of restructuring in the region for young people under the age of 30 and other job-seekers, and in particular promote the mobility of young people.The primary target group is the unemployed and young people under the threat of unemployment, as well as recent graduates and those close to graduation. In addition, the target groups are enterprises, in particular SMEs, as well as other potentially employing organisations and providers of services to the target group. The indirect target group is especially the unemployed and those threatened by unemployment and other unemployed job seekers as a result of the restructuring.Toimenpiteet:Keskeisenä measures include a comprehensive integration of youth employment services, the development of cross-administrative cooperation and cross-sectoral processes for young services, as well as the clarification and visibility of the service package. 1) Integrated integration of youth employment services- Developing service guidance for young people in a timely, flexible and diverse way between the employment services offered to young people. Common practices for service management. — Develop an operating model for the challenges of regional service guidance and outreach to young people posed by the municipal merger, for example appointments made by the TE Office experts for project guidance staff in areas such as Kiiminki and Ylikiiminki. 2) Development of cross-administrative cooperation and multidisciplinary processes in youth services- Development of co-operation with social work and KELA actors to redirect young people who depend on income support to employment, education, or other priority services. — Through the project’s job description as an activity therapist, develop the study of issues related to young people’s ability to work and function, the response to rehabilitation needs and better training and work orientation. — In cooperation with actors in the third sector and with the city’s units, the study of rehabilitative work activities is being developed, thus making skills visible, as well as the transition to education and working life of young people. — Develop service guidance for young people together with the Employment and Economic Development Office.- Develop an operating model to support young people’s work-related mobility across borders. Support, in particular, the finding of opportunities for summer work and traineeships abroad (in particular Sweden and Norway, but also other target countries that can meet their skills needs, e.g. Germany). 3) In addition to the development of service guidance for young people, efforts will be made to clarify the service package for young people and to make them visible. The accessibility of services will also be developed to take into account the needs of young people and, for example, by developing services in a multi-channel manner. Overtime focuses particularly on the development of various electronic tools to guide and reach young people. In addition, productisation of service packages will continue.- The communication also takes into account and develops communication to employers about the assistance offered in connection with the employment of young people and business cooperation. — Services are provided by several organisations and in a network-like manner. Organising events bringing cross-sectoral employment-related services and options, as well as different pathways of education and training together to the attention of young people. At the same time, the network’s actors will also become more familiar with each other and increase interaction between network actors. 4) Development of business cooperation to support the employment of young people- The expansion of the work exchange activities carried out by the City of Oulu concerning the workplaces of companies. The Stock Exchange is a network and guidance service operated by the City, which has so far assembled openly advertised workplaces from the city’s own units. The expansion will increase young people’s chances of gaining work experience and finding their own path to education and working life. As the service expands to include places in the private sector, technical usability of the service and new operating models will also be developed.
