Social inclusion coordination project — Sokra

The Social Inclusion Coordination Project will establish a network of partnerships involving key national and regional actors, in particular national and regional development projects related to the theme of social inclusion. The main implementer of the co-ordination project is THL, which cooperates closely with the Diakonia University of Applied Sciences in regional co-ordination work. In addition, the social inclusion co-ordination project is closely linked to the TTL’s change in working and functional capacity coordination project. The main objectives of the co-ordination project are 1. Provide the development projects with regular information on national policies, reforms and their content in the theme of social inclusion, thereby supporting the Ministry’s strategic and programme-level guidance. 2. To provide ministries’ experts with information from development projects and regional level on problems, challenges and bottlenecks in the social security and service systems, as well as on the successes and promising practices of development projects. 3. Support thematic cooperation between development projects, including across programme funding and regional borders, organise peer-learning and exchange platforms at regional and national level, and promote the spread of promising practices. 4. To increase and promote customer involvement and the voice of interested parties in development projects and to support development projects in the implementation of self-assessment, thus contributing to the effectiveness of the projects.5. Explore and map the content, relevance and practices of social inclusion and follow the international debate on social inclusion and the fight against poverty and contribute to European cooperation on the theme.6. In cooperation with the TTL “Change in work and functional capacity coordination project”, participate in the development of an indicator monitoring tool at ESF programme level and support the study of the change in work and functional capacity and the assessment of indicators.7. The aim is also to influence general attitudes and to increase understanding and interaction between different groups of the population, as well as to reduce prejudices related to other groups. The co-ordination project gathers, summarises and disseminates information.The starting point for the coordination work is the partnership principle and the identification of the needs of the various parties. The THL is responsible for the national and southern and Western Finland regional coordination and Diak for Eastern and Northern Finland’s regional coordination. Regional co-ordination will be carried out according to the planned division of social and social services. Identification of key training and support needs will be carried out in dialogue with projects. As part of the co-ordination project, national, regional and virtual networking platforms will be provided to support the exchange of information and experience. Projects will also be networked across regional and financial instruments and, if necessary, new networks will be created on the themes of development projects. The measures and results of development projects are communicated nationwide and supported in describing promising practices and operating models. The co-ordination project supports the self-assessment of development projects. Development projects will be offered, for example, a three-stage intervention package, which examines, on the one hand, the goal-oriented progress, results and impacts of the development projects, and, on the other hand, the need for support and wishes related to coordination with the Ministry and other national actors. The problem areas of the service system and themes for co-development as well as promising practices developed in development projects will also be explored. The co-ordination project presents regular progress reports to the funding ministry. The meetings also serve as a structural channel of impact from projects towards the Ministry, highlighting the challenges raised by development projects, reform needs and effective practices. Transmit information and results from regions and projects to preparatory working groups at ministerial level. Compiling national project beads, in particular practices or models that generate positive transitions and reduce the need for corrective services. The study will conceptually structure the phenomenon of disadvantage and analyse the content and specificities of social inclusion. The research promotes the principle of knowledge-based management in both project orientation and decision-making. The co-ordination project promotes public debate on equality and the prevention of inequalities and promotes an understanding of the importance of social inclusion for individuals and social cohesion. The co-ordination project will highlight ways of increasing and promoting social inclusion in development projects.
