At home in Finland

The aim of the project is to develop quality services for the initial and post-integration phase in order to promote the inclusion of all migrants in society and access to education and employment. At present, early-stage services under the Integration Act are not available to the extent specified by the Act, and basic information about society does not reach all immigrants. Transitions to education and employment require further development. Another challenge is that basic services and approaches supporting integration are partly difficult to understand and are not closely linked to the public sector service landscape. The “Good Start” project section develops the early-stage service in such a way that it reaches a wide range of migrants and also supports post-initial transitions. The ‘Good Path’ project section develops strong and coordinated cross-border administrative cooperation at regional and local level in the later stages of integration and the harmonisation of integration at national level. Through pilot projects, the initial integration service for all immigrants over 17 years of age, consisting of guidance and counselling, initial mapping and initial integration training, is modelled through pilot projects. Equal access to services is promoted, for example, by creating a common operating model between the municipality and the TE Office for the implementation of the service package and by developing guidance. In addition, the project section will test a new type of post-integration joint service model in order to strengthen cooperation with employers. In addition, models of integration training for immigrants excluded from services will be explored. The service package will be modelled on the results of the pilot projects under the sub-project.HYVÄ POLKU project part aims to strengthen the effectiveness of regional and local integration activities by modelling clear service paths and developing know-how. Regional co-ordinators in the various ELY regions identify local and regional information and training needs and disseminate good practices that meet the criteria. In the sub-project, the expertise of professionals will be increased through information, training and clarification of service processes, and good practices will be embedded in local and regional integration service processes. The project component will entrench the Centre of Excellence on Integration in the regions.IMPLEMENTATION The initial service package created within the project will help to improve migrants’ access to early stage services and subsequent transitions to follow-up services and working life. Information on integration and good practice is effectively disseminated within different levels of government and between different actors and can better take into account local and regional needs in integration. The long-term impact of the project is to improve the equality, homogeneity and effectiveness of integration services at national level. In the long term, the project promotes the well-being and employment of immigrants and their social and cultural equality.
