The Reverend project responds to the problems raised by ESF axis 5 on social inclusion and combating poverty. The project will improve the work and functioning capacity of people in disadvantaged labour market positions and support their inclusion through and through the development of rehabilitation and employment services within organisations. The project is based on the difficult employment situation in the Joensuu region, the increased responsibility of municipalities in the management of long-term unemployment and the reduction of employment opportunities in the third sector. As a combined effect, access to work and functional capacity and support services for people in disadvantaged labour market positions has been reduced. There are joint stages between services, where the employment path often breaks. The project will create a new operating model that pays attention to the seamless functioning of these joint stages and seeks new entities to provide services that support work and functional capacity. The project develops the expertise of organisations to act as a partner of the municipality in the field of social rehabilitation.The main target group of the project is people aged 30-54 who have long-term unemployed and need support to advance on the employment path. The employment processes of the target group are often lengthy, consisting of a number of different services. The extended target group of the Reverend project includes asylum seekers available to the labour market and holders of a positive residence permit. The aim of the project is 1. Improve the work and functioning capacity and employability of people in disadvantaged labour market positions2. Develop, in cooperation with the City of Joensuu and non-governmental organisations, an operating model for the construction of tailor-made rehabilitation, training and employment pathways for those in a weak labour market3. Set up a network of non-governmental organisations providing rehabilitation and employment services to provide employment opportunities for people with a weak labour market position4. Develop the skills of civil society organisations to support the work and functioning capacity and employability of people with a weak position on the labour market. Strengthen the role of the third sector in preventing exclusion. 5. Explore the potential of the service voucher model for NGO employment activities6. Increasing the capacity of asylum seekers to participate in Finnish employment and thereby speeding up their employment. — The professional skills of 50 asylum seekers available on the labour market are made visible. 7. Workers who have received a positive residence permit decision will be offered work training. During job training:- 40-50 immigrants try to work in open labour markets. Some of the experiments lead to employment relationships. In order to ensure the success of the experiments, the project’s clients will be procured through a parallel project for Finnish-language training at the workplace, based on the needs of work.- The skills of 30 immigrants in acting as an entrepreneur in Finland will increase through the entrepreneurial information provided by the project.8. The project will increase the opportunities for employers to offer familiarity, traineeships and jobs to asylum seekers.- Close cooperation with companies, organisations and public sector employers in the region. The cooperation takes advantage of the existing, strong and extensive employer networks of the North Karelia Social Security Association.- Employers are directed, advised and supported in matters related to the employment of asylum seekers and migrants. Furthermore, the project aims for 2018 to improve the learning of the previous tasks, which will lower the start of vocational studies. In addition, various services are developed and offered to support employment, such as working life-based Finnish-language training, low-threshold Entrepreneurship coaching and coaching for starting vocational studies. The City of Joensuu Social Welfare and the Joensuu Labour Service Centre direct people through the project to NGOs. People in rehabilitative work, work experiments or paid support work in non-governmental organisations receive work coaching from the project. Job coaching supports them to overcome barriers to employment, improve their working life capacity and build their employment path. Training may be included in the sections. There will be 100 customers during the project. The work coach works in close cooperation with the social counsellors of the city of Joensuu, non-governmental organisations, the labour administration and other actors. 2. During the project, an operating model will be built describing the process of social rehabilitation and employment implemented in cooperation between the City of Joensuu and non-governmental organisations.
