Kohtaamo — Support for the development of cabs and network control services

Structural measures in support of the Youth Guarantee are being developed in Finland through the European Social Fund’s national packages of measures: the Ministry of Employment and the Economy is responsible for the measures taken in TL 3 and the Ministry of Education and Culture in TL 4 and the Ministry of Social Affairs and Health in TL 5. This project is part of the development work under the responsibility of the Ministry of Employment and the Economy, but the development work is carried out in cooperation with the Ministry of Education and Culture and the Ministry of Social Affairs and Health. During its operations, the Kohtaamo project has developed a model of low-threshold activities for young people and supported the consolidation of the activities. The number of operating cabs has been around 70. The service is a multi-professional cross-sector service for all young people under the age of 30. In line with its objective, the developed Cabinet has promoted employment by directing young people to study and working careers, as well as strengthening career planning and life management. Cabs support and complement basic services in different administrative sectors and cooperate as a network according to the customer’s needs. Positive results have been obtained on the benefit of cockpit operations and on the service capability of the model, e.g. in the MONET study. In the future, the Kohtaamo project will focus on harmonising the processes of the Ohjaamos, taking into account local specialities and strengthening knowledge-based management. The basis of the data is the assessment of Ohjaamo’s operations and the utilisation of the research data produced. The project, together with ministries, envisions the development of operational environment analysis. The assembly and communication of the work carried out by the Kohtaamo project prepares the operations of the future Tutorial Support Structure. Dissemination of good practices and international cooperation will continue. Some of the cabs will operate in the regions of the municipal experiment on employment starting in 2021. The Kohtaamo project supports these Tutorials to become part of the service ecosystem of young people. The second main objective of the project has been to build an online guidance service to support information, advice and guidance work. This refers to a nationwide multi-channel and multidisciplinary guidance service to support education and employment. The network control service can serve a large customer base and promote regional equality and accessibility. Online guidance supports the customer’s self-conscious planning of educational and working life paths. In the future, the Kohtaamo project will focus on developing the service based on the experience gained. The Scenario project will prepare with experts the necessary contractual documentation templates for the deployment of the online service. The e-control service will be documented and the new owner will be familiarised with the maintenance of the service. The service will be made accessible and translated into language versions: English and Swedish. The project will inform about the deployment of the service and train users of the service. The project promotes gender mainstreaming by communicating the results of research that different genders meet educational and working life challenges in different ways.
