Handu -Procurement jobs

Objectives The aim of the project is to develop an operating model for the employment of young people, the long-term unemployed and older workers who are in a disadvantaged position in the labour market through public procurement. Under procurement law, a contract may be made conditional, for example, on the employment of a long-term unemployed person. Employment through public procurement has also been identified as one of the areas for development in Prime Minister Jyrki Katainen’s structural policy programme. A similar approach has been widely applied in, for example, the Netherlands, but Finland has made limited use of the employment criterion in public procurement. According to the studies, this is mainly due to a lack of knowledge and experience. The “Procurement duunia” project removes obstacles to the use of the operating model by providing information and training and implementing new procurement pilots in cooperation with municipalities. Pilot procurement will be tested for the application of the employment condition. The National Institute for Health and Welfare (THL) acts as coordinator of the trans-regional project. The City of Vantaa, the City of Espoo, the City of Helsinki and the City of Oulu are responsible for developing regional operating models and implementing procurement pilots. A national project group will be set up for the HANDU project with the aim of co-ordinating and bringing together regional development work. The project team directs the development of the operating model, designs and coordinates project communication, trainings and enables peer learning between regional procurement pilots. In addition to the national project group, regional project groups will be set up with the aim of creating a functioning local operating model and cooperation networks to support regional procurement pilots (municipal procurement unit or equivalent, representation of different industries, employment services, enterprises). The development of regional cooperation is important for the success of procurement and for rooting the results of the project. The handu project trains and supports municipal contracting entities and service providers in the utilisation and application of social aspects. The support and training focus in particular on the use of employment conditions, the preparation of an invitation to tender, the labour law perspective, the services of the TE Offices and peer learning. The project organises workshops where the participating municipalities can exchange ideas on the design and implementation of procurement pilots and develop their own practices. The project organises information sessions for companies and supports companies in fulfilling the employment obligation. Businesses will also be steered to use public employment services and benefit from their support opportunities. The project will increase companies’ knowledge of employment services and the employment of the long-term unemployed. According to studies, companies are generally willing to hire new people who have been unemployed for longer, as experience accumulates and prejudices fade away.The project assesses the experience of procurement pilots and the achievement of employment targets and launches new pilot sites. The project assesses the economic impact of procurement pilots for municipalities and companies. Results of the project •A new approach to the use of employment conditions in procurements. Of these, 60.5 % of young people under the age of 30 and 19 % of them are over 54 years old. •A cooperation network will be built on the basis of the project consortium, which will liaise with the development theme after the project. •Publication, website: The final publication and the website will gather the key experiences, results and events of the project.
