WORKING WITH CERT CELLO

The project is located in Espoo’s work area. The aim of the project is to create a new operating model for subsidised employment in enterprises: a work-life-based learning environment, a quality guarantee for employment and an employer-oriented recruitment model that can be easily disseminated to employers in the open labour market. The employers’ threshold for hiring unemployed jobseekers will be reduced and a network of employers offering work experiments, wage subsidies and jobs will be created. In addition, the aim is to strengthen cooperation between the actors in employment management in Espoo and to develop common processes more smoother and more customer-oriented with the help of communications and electronic services. The target groups of the project are unemployed job-seekers from Estonia who have difficulties in gaining access to the open labour market, Spanish employers in and around shopping centres and Espoo employment management specialists. 30 % of the project’s clients are under the Youth Guarantee, 40 % are long-term unemployed or part-time unemployed between 30 and 54 years old and 30 % are over 54 years old. At least 400 customers participate in the project, of whom at least 25 % are employed and at least 10 % start training depending on the age group. At least 100 employers will be added to the network of employers during the project. For 120 jobseekers, WorkStartti coaching is organised. Cooperation with a large shopping centre in Espoo will be launched, where companies operating in the shopping centre offer work-testing places for the unemployed in Espoo. Job coaches are looking for job testers suitable for companies and coaching them for job search and working life and help in making a follow-up plan. Cooperation between the city, intermediate labour market operators and companies will be developed and customer processes will be streamlined. E-services, such as online counselling, will be introduced in employment services. Create new communication practices to increase the visibility of services, activate customers, improve customer guidance and speed up customer employment. The new approach to subsidised employment will improve the employability of unemployed job seekers and increase their employability in companies. The model can easily be replicated to other shopping centres and companies. Subsidised employment will provide more interesting and more places that meet the requirements of working life. More unemployed people are moving from services to the open labour market. Electronic services and communication enhance customer processes, increase awareness of the opportunities for services and subsidised employment. The model is easily replicable and expandable to other shopping centres and outside of Espoo, even throughout Finland. The model can be distributed to other shopping centres and locations through chain companies, as well as through cooperation with the management of shopping centres and the Finnish Trade Centre Association. The national TYP network and cooperation between six municipalities (the six largest cities) will also be used to disseminate the model. The employment services of other municipalities can be familiarised with the use of the model and provide consultation on implementation. The project’s effects on employment can therefore multiply and remain permanent after the project. The project will cooperate with enterprises and employment actors operating in Espoo (TE Office, Capital Region Recycling Centre, Espoo Diakonia Foundation, EJY’s Sektori project, a municipal experiment in the direction of work! the project promotes gender equality, economic sustainability and social and cultural equality. The project has taken into account the fact that the majority of the unemployed in Espoo are men and seek to find new jobs for those unemployed in male-dominated sectors also in other sectors. According to unemployment statistics, Espoo has ample need for less skilled and low-qualified tasks. The project aims to find such ‘hidden jobs’ in companies. The socio-economic situation of customers and their families will be improved as a result of employment.
