Topi -services guiding the working life

The Topi project aims to prevent long-term unemployment. The objective of the project is 1. Create tailor-made employment and training opportunities for unemployed people at risk of prolonging unemployment. Act on the basis of the client’s personal employment and career plans to support the activities required for activation model and job coaching. A total of 938 customers are involved in the project over 3 years.2. Strengthen and diversify cooperation with employers (companies, municipalities and third-sector operators) a. at the end of the project, there will be 650 partners in the employer network b. 15 so-called twin employers will be involved in the project, which will work together on quality work coaching The measures of the project are 1st employer co-operation, with a focus on a. effective work approach; matching the skills of the job seeker and the needs of the employer b. raising awareness and shaping attitudes c. active search for twinning companies and employer rings d. supporting and encouraging employers e. cooperation with municipalities and TE Office business services f. activation of networks to promote employment. The objective is to develop closer new ways of action and networks between the various employment actors to promote employment.2. in line with the activation model of customers’ work coaching/career coaching, where the key to guiding the client from the unemployed to active job-seeker and actor; influencing attitudes b. making the customer’s know-how and opportunities visible and guiding competence development according to a personal employment and career plan c. using social media in e.g. workshops as part of job coaching d. coordinating the customer’s employment process and supporting and encouraging the customer to assist in personal career planning. This will also take into account the design and implementation of new services and measures to support the activation model/work preparation.3. Increased cooperation between educational institutions with local employment actors and job-seekers. Information events and the promotion of training opportunities for municipal employment actors and job seekers. The project’s main target group is 30-59-year-olds with work ability and motivated jobseekers (further personal customers), whose unemployment has continued over 12 months or at least 12 months in 16 months. The target group also includes those young people whose unemployment is protracted and may be part of the target group of the project. The target group of the project does not include customers covered by the cross-sectoral joint service to promote employment. Private customers are directed to the project mainly through AKO and TE services. As a result of the project, the employment opportunities of the target group will be improved first. Of the 938 customers in the project, 60 % receive a positive follow-up path after the project. In this context, a positive follow-up path means that the customer becomes employed in an employment relationship, has access to training aimed at the degree or moves to another service that promotes employment. As a result of cooperation with employers, employment services in the Kuopio region and the municipalities involved in Top have a strong and diverse network of employers and flexible and modern operating models for cooperation with employers. Strengthening cooperation between employers enables municipalities to respond to the challenges of the future, e.g. when the responsibilities of those who are most severely employed are transferred to the municipalities. Through the acquired Topi work coaching services, municipalities have experience and knowledge of dynamic small purchases and e-procurement of work coaching services, service procurement and service providers, as well as information on how the service processes of individual customers have worked in accordance with personal career plans.
