The profile of immigration has changed and the services do not reach immigrants equally, as the services provided by the municipality target only social service customers within the integration period. A large proportion of immigrants are already excluded from the service network at an early stage, such as elderly people, people with disabilities, students, housewives and people at work. The development will focus on a pilot model of cooperation between the municipality, the TE Office and the third sector, which can be used nationwide. Cost-effectiveness is one important criterion for cooperation and the project will in the future be able to operate cost-effectively in the integration of immigrants in the future. In Oulu, the need for the project is based on the fact that municipal services do not reach all immigrants; for example, housewives. The project will also provide tailor-made integration services to groups that have not been reached in the past. For example, the project develops Finnish language courses during the evening and in such a way that women working or caring for children can also participate. About half of the immigrants in Lake Pudasjärvi come to the municipality through humanitarian reception. A large proportion of them are single mothers with their families, who need special guidance and counselling in early-stage services. Some of them are also illiterate. For them, speech-based services are particularly suitable. About half of residents with an immigrant background are migrants for other reasons, especially for family reasons.
