The national Social Rehabilitation Development Project (SOSKU project) aims to improve the working and functional capacity of people outside the labour market and in vulnerable positions on the labour market and to support the social inclusion of customers. The project will develop national operating models supported by research and training. The results of the project can be used nationwide and the development work supports the implementation of new national legislation. The project also supports the implementation of the social and social services reform. The aim of the project is to create new effective, customer-oriented, participatory operating models. The project develops and pilots customer-oriented approaches to social rehabilitation that promote participation. The new models for social rehabilitation are based on the needs of municipalities. Functional models are rooted in the basic activities of municipalities or other actors. The project disseminates them to other actors, thereby creating a more coherent operating model and improving their quality. The project aims to empower customers in the services. Development work is carried out on the basis of co-development and social rehabilitation customers are involved in the development through, for example, experience experts/peer-to-peer activities, customer-peer work and customer panels. The project develops the working methods of social rehabilitation as part of the client work of municipalities’ social and health services. As a result, the working method, target groups and quality criteria of social rehabilitation have been clarified.The project develops the content of rehabilitative work units, employment units, housing services, substance abuse and mental health services to better meet the needs of those who are excluded from working life. As a result, new personalised and co-production-based service models for social rehabilitation have emerged. The project develops customer guidance, service paths and network cooperation. Services promoting rehabilitation will be coordinated. As a result, customer guidance and service paths are customer-oriented and network cooperation is close. As a result of the project, new methods of social rehabilitation have been developed and established as part of the municipal service network. The quality of social rehabilitation practices, service processes and core functions will be improved. The new models prevent exclusion and protracted social work customer relationships, support attachment to services and commitment to service plans. The project is rooted in a network-based approach. The development work focuses on multi-professional cooperation and partnership, the implementation of which will create new models and structures. The project also aims to improve the skills of social rehabilitation at local and national level. Training to develop skills in social rehabilitation is based on the needs of municipalities; its components are created together with professionals. As a result, a training package on social rehabilitation has been created and piloted. The project aims to harmonise the quality and indicators of social rehabilitation in order to better verify the effectiveness of the measures. The project will compile, structure and describe the concrete progress and results of the development of social rehabilitation in sub-projects in municipalities so that on this basis it is possible to support both sub-projects and legislative work and decision-making. The project disseminates new operating models to other actors, thereby creating a coherent approach and improving their quality. The project organises national and regional information sessions. As a result, municipalities will be better able to meet the obligation to organise social rehabilitation as defined in the new Social Welfare Act.
