Municipalities’ responsibility for employment management has increased significantly in recent years. The employment management measures taken in Sotkamo have not been sufficient, as labour market support contributions paid by the municipality have increased alarmingly in recent years.Tolokusti Sotkamo Employment Management project promotes the long-term unemployed in Sotkamo through various measures to the labour market. With the contribution of the TE Office, TYP, Kainuu Sote, associations and organisations, and other employment management projects, Sotkamo will build its own employment model, in which the project will in particular act as a motor for employers and open labour markets. During the project, an operating model will be built that promotes employers’ willingness, readiness and opportunities to employ long-term unemployed in Sotkamo. The aim is to involve employers in the region strongly in the experiment. The project is applied for to structure, assemble and sharpen the employment care space in Sotkamo and therefore to take every operator in the region forward in its own sector. The main target group of the project is Sotkamo, over the age of 30, who are at risk of unemployment and unemployed job seekers. Access to the labour market can be improved mainly by strengthening skills and labour market capacities. In addition, the target group of the project is young people from Sotkamo under the age of 30 who can be actively promoted towards studies or work. The project has a real impact on companies, public organisations, sector 3 and the municipality of Sotkamo. The project also has an indirect impact on local and regional residents, the families of the target group and the close ones, as well as the labour administration authorities (ELY Centre, TE Office, TYP, Kainuu Social Security and KELA). The measures included in the project are:1) Development of employment activities in the municipality of Sotkamo2) Business cooperation and marketing (including municipal supplement, apprenticeships, job opportunities mapping)3) Identification and creation of low-threshold job (installation) places4) Assistance to enterprises in the employment of the long-term unemployed (e.g. coaching, tutoring, forwarding specific trainings, guidance in applying for subsidies and grants)5) Assessment of the working and functional capacity of the long-term unemployed and service needs6) Multisectoral network cooperation The project will be budgeted by an ESF parallel project, which will provide EUR 70 000 for labour training and EUR 180 000 for wage support. ESF support up to a maximum of EUR 250 000. In parallel, the target group develops the skills level of the target group and supports the joint stages of customer employment.The measures are described in more detail in the project plan.The long-term goal is to strengthen the working life capabilities of the long-term unemployed, to manage their own strengths in cooperation with the network of operators in a more timely and efficient manner, with existing resources to achieve more customer solutions and to reduce long-term unemployment. The aim is to ensure smooth and effective transitions between different services. The project contributes to the reversal of the increase in labour market support payments in the municipality of Sotkamo and to a reduction in the payments. The aim of the project is always the customer’s work path. Cooperation in the multifunctional employment management field is important for performance and effectiveness, but also to avoid duplication of activities. The project’s activities will take into account the impact of the forthcoming reform of the social and social services sector on employment services and the obligations of employment management.
