Objectives The growth of population in Finland is maintained by migration gain from abroad. According to Statistics Finland, 34 905 persons moved to Finland in 2016, which was 21 per cent more than in the year before. Of them, 27,274 were foreign nationals, representing 78 % of all migrants. As immigration to Finland increases and the reasons for migration become more diverse, new forms of partnerships between the public and third sectors are needed for integration work, as well as cooperation with the business community. Supporting integration requires identification of the needs of different migrants and wide-ranging cooperation. The aim of the National Home Finland Measures package is to increase the effectiveness of integration work and the homogeneity and accessibility of integration services throughout Finland. The aim is to promote employment among integrators and other migrants and, in the long term, to prevent long-term unemployment and exclusion from the labour market. The project builds on the project carried out in 2015-2018 and continues its development work. MeasuresThe package of measures in Finland is divided into two project sections: A good path and a good start. The activities of the project components are mutually supportive. The aim of the good path project section is to strengthen the effectiveness of regional and local integration support activities. The aim is that municipalities and regions, future provinces, planning, resourcing and monitoring integration activities are systematic and seamlessly linked to broader strategic orientations. The project section entrenches the work of the Centre of Excellence on Integration of the Ministry of Employment and the Economy in the regions. Seven experts in integration work, regional coordinators, work in the extended areas of immigration work at the ELY Centres, which consist of 1-3 ELY Centres’ operational area. In this way, the activities cover the whole of Finland. The project component will be implemented in close cooperation with the Centre of Excellence on Integration, the Migration Managers of the ELY Centres and Migration Liaison Officers, as well as other key regional and national actors. The main tools of the project are regional and national training and networking events, diverse communication, regional newsletters, expert consultations (municipalities, projects, organisations and other integration organisations) and the development of regional integration websites. With regard to training, electronic materials will be developed: regularly organise webinars on integration themes and produce videos. Good initial project section Good initial project part supports the work of Kotona Finland pilot projects working across the country and formulates their national results. The pilot projects will develop, with different focus, the early-stage service package of integration, as well as the services of guidance to work, education and entrepreneurship in the post-integration joint phase and for migrants who were not in integration training and who were longer unemployed. In addition, better use of the expertise and networks of international experts will be developed to support the growth and internationalisation of companies. Based on the experience of the pilot projects, the project part of the project will model the early stage of social orientation of integration and produce video material that can be used nationwide for this purpose. The aim is to ensure equal access to information on society for all immigrants regardless of their place of residence.The result of the project is:1. Model for the initial integration package.2. Multilingual social orientation and recommendations for its implementation at national level.3. Models for post-integration joint service. 4. Models for redirecting migrants who were not in integration education and who were longer unemployed to work, training and entrepreneurs. 5. The skills of integration workers and those planning integration services will be improved.6. Electronic materials to develop the skills of integration specialists and support integration.7. Local and regional integration networks and closer and more effective cross-sectoral cooperation between different actors8. Tools to guide international experts into the services provided by the various actors in the region to bring together companies and international experts.9. Identifying and disseminating good practices and practices at national level.
