The Turku region labour incubators project builds cluster-specific labour incubators. Labour incubators are implemented to serve employers and unemployed jobseekers in the Turku region. They respond to the main employment challenge identified in the Turku region, i.e. the problem of matching, on a partnership basis. In the Turku region and Southwest Finland, there are startling signs of a reversal of the economic cycle and, at the same time, especially long-term unemployment is increasing and youth unemployment has not turned down. Labour needs and the unemployed do not meet. This problem is addressed by the partnership principle in labour incubators. They organise a new form of training and recruitment service based on the needs of the employer, in which the employer organises, for example, as a work experiment or as a training experiment, the opportunity for job-seekers to get to know and try different jobs. In the implementation and design of the service, the wishes of employers are heard. Cooperation between educational institutions will be tailored to the training or training components needed to raise and maintain skills to meet the needs of employers in the region. The activity is continuous and lightly responsive to cyclical fluctuations. Labour incubators produce real-time skills and competences, in addition to which they act as a sector-specific centre of expertise and a labour market bank. Incubators are jointly run by a company or companies, an educational institution or educational institution, and a municipality or municipality. In addition, on a partnership basis, the TE Office of Southwest Finland supports labour incubators. For the unemployed, the labour incubator provides flexible access to work experimentation, training and/or work in the sector, as well as to update and strengthen sectoral skills. At the same time, he has access to other services to promote employment. The employer, through labour incubators, acquires flexibly precisely qualified specialists in that field for both temporary and permanent employment. The project will build cluster-specific incubators and their partnership networks and acquire a supportive online environment. The Southwest Finland TE Office/ELY is applying for a parallel project to finance the training needed in the project. The project will create labour incubators for growth sectors in the Turku region and Southwest Finland (technology in particular in the marine and metal sectors, trade and food services, construction, private social and health care and logistics).
