The South Savo Foresight Network project aims to strengthen the region’s foresight culture and increase the potential for the region’s success in an ever-changing operating environment. The aim is to implement a regional foresight approach, to create an electronic foresight platform as a basis for the situational picture, and to improve the foresight skills of network operators.The project will create an updated, forward-looking situational picture that takes into account the indicators of the region and the changes in the external operating environment. A shared view of the situation in South Savo, the challenges of the future and the possibilities to help the county guide measures towards the desired future. A new participatory foresight platform will be built for the situational picture. The situational picture will be partly implemented as a purchasing service and its concrete form will be a website/website that uses a variety of statistical sources and data and presents the information in an easy and quick, visually concise format. To complement the situational picture, the project will carry out studies on selected topics, and will acquire statistics and other data as well as external expertise (e.g. programming expertise). The project will develop the foresight skills of the network operators in the region by training key actors in future work. The actors are the members of the Foresight Group and the Foresight Network, as defined by the Province’s previous foresight project, as well as other parties interested in foresight work. Training and coaching improve the ability of actors to actively observe, analyse and respond to the operational environment. The themes of the training are not only different foresight methods and tools, but also different content themes of future work. The trainings and coaching are carried out partly as a purchasing service and partly by project forecasting experts. The project will provide decision-making with foresight information on future labour force, education and skills needs to solve labour market mismatches, improve the relevance of education and identify growth sectors and sectors of structural change. In assessing future skills needs, the project will identify completely new openings, their development and growth. The project will collaborate with other ongoing projects to identify topical and emerging foresight themes and to observe new openings. The project will also implement the South Savo Foresight Approach and sparse the work of the Provincial Future Group and the Foresight Network. As part of the development of foresight skills, the project seeks good practices and models of success widely from elsewhere in Finland and also internationally. The focus is not only on areas such as the population and economic structure of Etelä-Savo, where ways have been found to turn the challenges into competitive advantages, but also on different types of successful regions. As a result of the project, network-based foresight work and situational picture support the capacity of regional actors to plan and decision-making by strengthening their understanding of the main challenges and opportunities of the region more accurately. The resilience/flexibility of actors in the region develops substantially both in the long term and in the short term. In addition, the effectiveness and usefulness of foresight will be improved.
