Cooperation on security of change — national co-ordination project II

Cooperation on security of change — the aim of the national co-ordination project is to develop and complement national activities related to structural change and change security situations. The central objective of national co-ordination is to increase effectiveness and efficiency and to prepare the operating model for security of change towards the reform of the TE services. The project will highlight existing effective practices and model the operation of change security to become more customer-oriented and to better respond to the wider renewal of TE-services. The TE Offices would have a basis for organising the operations of security of change in the organisation of the region’s TE-services. In reorganising services, there may be a risk that the TE Office will have to build operating models from the beginning, while situations of restructuring and staff reduction require rapid action. The objectives of the project at action level are:1. Securing the availability of skilled labour and promoting employment through efficient employment and business services and developing models and services to improve the matching of labour supply and demand, 2. Experimentation and development of operating and service models to facilitate the encounter of a dismissing and recruiting company — a successful transition from work to work, productisation and testing of the model of change security as a purchasing service; and3. Development of security of change as part of proactive structural change management and TE-service strategy, expansion of competence related to security of change, increased awareness, deepening cooperation and networks.The measures supporting the objectives are roughly divided into three: development and competence development, promotion of awareness of change security, creation and testing of new models. More comprehensive services concern both personal and employer customers.2.Informing themselves with acute change security situations, responding to emerging needs, and testing operating models and services (cases and operating models in practice) with pilot areas.3.Initiating the discussion — assessing the change security operating model from the perspective of different target groups. The use of social media in the debate and the involvement of employers and advocacy organisations in the debate on security of change.The concrete development measures supporting these themes are divided into two development packages:1. Development of the content of change security operations more comprehensive for all customer groups and reinforced by stakeholder cooperation. Development of proactive protection services for those who have lost their jobs and employers.2. Piloting in purchasing services and organising change security The following results have been defined for the project:1. Responding and preparing for subsequent changes in the TE-services and operating environment (corona and ÄRM)-The development of customer guidance and service paths for those who have lost their job has been developed in the field of change-There has been tried and analysed effective models for dismissing and recruiting companies-It has been tried and analysed for proactive change security and services for new target groups-It has been paved the way for cooperation to enable framework agreements and competitive bidding for regions with diverse services for reducing situations.2. Regional and national networks have been assembled and activated-Information on the security of change and the possibilities for managing change has increased during the project, both among employers, partners and TE Office customers and officials.-Shares information in trans-European restructuring networks and disseminates good practices between countries, close co-operation with the EGF network-In the whole country, TE-services have sufficient expertise in the field of security of change — Change management measures are subject to continuous self-assessment, research and development in cooperation networks for change security 3. Systems supporting the implementation of change security are up-to-date:-The change security materials are available to all experts in an aggregate manner — also in different language versions, where necessary-Tillasting is easy to implement and supports objectives and operations from its indicators-Communication has been developed to better support stakeholder cooperation and customer needs (service design)
